Statsbygg would like to carry out qualification for participants who may be interested in submitting tender offers for a framework agreement for an architect and consulting engineer for security-graded properties and objects worthy of their protection in Statsbygg, with the exception of the royal properties in Oslo. The agreement will mainly apply to engineering design of renovation and alteration projects, condition analyses and general consultancy.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers are required to have a legally established company.
Company Registration Certificate, foreign companies are required to have a corresponding certificate as prescribed by the laws of the country where the business is registered.
Økonomisk og finansiell stilling:
Tenderers are required to have satisfactory financial implementation ability.
The size of the turnover, seen in relation to the contract value, can be emphasized.
Statsbygg will carry out a credit rating of the tenderer.
Tenderers can, in addition, be asked to submit the auditor confirmed annual accounts.
Teknisk og faglig kapasitet:
Part 1
Tenderers must have sufficient professional qualifications to be able to declare liability for development class 3, cf. Case 10 section 13-5 for engineering designers for the following disciplines:
Architecture
Construction Safety
Building physics
Sanitary installations
Fire-safety concept
Extinguishing installations
Documentation that shows that the tenderer has the necessary and relevant professional qualifications to carry out measures that fall under the function, development class, and certification area as stated in the requirement for the discipline. Or documentation of central certification for the function, development class and certification area as stated in the requirement for the discipline.

Part 2
Tenderers are required to have good experience from assignments of a comparative value to this framework agreement.
Emphasis will be placed on:
Engineering design assignments that include alterations/renovations of technical installations/systems
Assignments that include planning and assessment of fire protection safety measures for office buildings
Assignments with special requirements for preventative safety A description must be provided of approx. 1 A4 page per project of up to 5 reference projects in the last 5-7 years with a comparative value, with information on amongst other things:
the project name
the contracting authority
the project scope in m2 and costs
Description of the project and which disciplines are included in the project
contract value of the assignment excluding VAT
company's assignments/role in the project
in what phases the assignment was carried out
the start-up date and completion date (year)/if not completed, what stage the project is in.

Tenderers are required to have sufficient capacity to fulfil the contract with the following disciplines:

Tenderers are required, whilst fulfilling the contract, to achieve the necessary authorisation and clearance to handle information to the extent and level of security set for the procurement.
The offered personnel must be able to comply with the statutory Norwegian security clearance requirements.
Signed and completed self-declaration of security requirements, see the annexes.
If information is available about the tenderers and/or their sub-contractors, that gives the contracting authority grounds to believe that the qualification requirement will not be fulfilled, this may result in the tender offer being rejected. In such a case further documentation can be requested from the tenderer and/or Statsbygg itself will obtain further information.
