Electrical installation works for electrical systems in residences, schools, institutions, etc: For tenderers who hold the necessary permits, the framework agreement may also include fire alarms and emergency lighting as well as low voltage installations such as burglary and camera systems. The procurement's content is services as described above for repairs, maintenance, alterations, and new buildings. Material required for the various operations is also included. The exception will be in cases where the contracting authority has obtained products/materials for the work itself. The contract also comprises smaller supporting work and work that naturally falls under the discipline.

Tenderers must have their tax, employer's National Insurance contributions and value-added tax payments in order.

Documentation requirement:

Tax and VAT certificate. The certificate must not be older than 6 months from the tender deadline. The certificate can be obtained electronically from Altinn. For further information, see Skatteetaten.no.

For foreign tenderers:

Foreign tenderers must submit equivalent certificates from the country of origin, that substantiate that payment of taxes and duties is in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration must be approved and signed by the tenderer's Financial Director/Financial Manager.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial capacity to fulfil the contract.

Documentation requirement:

Credit rating from a certified credit rating agency based on the most recent known accounting figures.

The key figures in the accounts must be presented together with an assessment of the tenderer's payment history.

Newly established companies must attach equivalent documentation for as long as it is available.

Teknisk og faglig kapasitet:

Capacity

Tenderers must have sufficient capacity and competence at their disposal for the implementation of assignments/deliveries in the contract.

Documentation requirement:

Description of the company's staffing and organization with regard to delivering in accordance with the framework agreement requirements. This includes language requirements in accordance with Annex 1, point 9.

A description of the tenderer's qualified personnel that can be used to fulfil the contract, including an overview of personnel with a certificates of apprenticeship.

Marked DOK03 Capacity.

Experience

Tenderers must have good experience from the implementation of equivalent deliveries/comparable assignments for the disciplines the tenderer is being submitted for.

A list with an overview and description of up to 5 of the tenderer's most relevant assignments in the last 3 years.

The list/description must, as a minimum, contain:

- Name of customer/recipient

- The assignment´s extent

- Description of the company's role

- The assignment value

- The date of the contract

- Brief description of the assignment.

Use Appendix 5 - Reference Form.

Newly established companies must enclose equivalent documentation as long as it is available. This can for example be experience of employees.

Quality management system

Tenderers must have good procedures for quality management and HSE.

The documentation must be provided in one of the following ways:

Alternative 1: Description of the company's procedures, with emphasis on quality assurance, resource management, management responsibility and HSE.

Alternative 2: If tenderers have an ISO 9001:2000 certificate or equivalent, this will be sufficient to document fulfilment of the requirement.

Central certification

Tenderers must have the necessary qualification for all of the disciplines, corresponding to what is required for central certification in development class 2 in the function area 'responsible executive'.

Documentation of central certification in at least development class 2.

Or equivalent by having alternative documentation showing that the company will achieve the necessary and relevant professional qualification to implement measures to carry out measures as ‘responsible executive’ equivalent to development class 2.
