The framework agreement concerns the delivery of consultancy services for technical construction disciplines and includes:
- Engineering design for various types of companies, including draft projects, preliminary projects, including calculus, detailed engineering design and engineering design.
- Preparation of descriptions and FDV documentation in accordance with NS 3420.
- Assistance with information/documentation and preparation of annexes to the tender documentation, as well as other significant documentation beyond the preparation of descriptions/requirement specifications (e.g., reports/investigations/risk assessment/HSE plans).
The framework agreement applies from contract signing and for two years. The contracting authority has the option to extend the contract for one year + one year, so that the total possible contract length is four years.
The contracting authority estimates that the hourly requirement for each year in the framework agreement is 2,500 hours per year.

Qualification Requirement:
Tenderers must have central approval measure class 2 within:
• Engineering design - fire concepts
• Engineering design - building physics
• Engineering design - ventilation and climate installations
• Independent controls – building physics
• Independent controls – general responsibility for controls
Documentation requirement: The contracting authority will retrieve documentation from DIBK.no.
Økonomisk og finansiell stilling:
Qualification Requirement:
Tenderers must have sufficient financial capacity to fulfil the contract.
Credit worthiness will be sufficient to meet the requirement.
Documentation requirement:
The contracting authority will obtain a credit rating from Experian.
Teknisk og faglig kapasitet:
Qualification Requirement:
Tenderers must have experience from relevant assignments.
In order for an assignment to be considered relevant, it must contain at least one of the following technical construction subject areas:
• Consulting engineer, building
• Consulting engineer, fire
• Consulting engineer, HVAC
• Consulting engineer, electric
Documentation requirement:
A list with a minimum of 3 (maximum 5) of the most important relevant assignments and services performed in the last 3 years, including information on the value, date, a brief description of the assignment, and the name of the public or private recipient.

Tenderers must have sufficient implementation ability
Tenderers must have sufficient capacity and resources to execute the contract, and have sufficient personnel to handle assignments/call-offs on the framework agreement.
- An account of how sufficient capacity for this assignment will be safeguarded. A statement must be given of the tenderer's average annual workforce and the number of employees in management in the last 3 years, among other things.
- A description of the proportion of the agreement and the fields of which the tenderer expects to engage a subcontractor.
Kontraktutførelse
Vilkår for kontraktoppfyllelse:
Point 2.12 of the contract provisions has a requirement that ensures that employees at the tenderer and any subcontractors that carry out work under the contract do not have worse wages and working conditions that those in the current regulations on general tariff agreements or nationwide tariff agreements for the branches in question. The Norwegian Public Roads Administration will also check compliance with the provisions and put sanctions in place for tenderers if there is a lack of compliance with the provisions.
