The objective of the tender notice is to enter into a framework agreement for consultancy support in connection with the migration of Altinn 2 services for Altinn 3 and new services for Altinn 3.
In the framework agreement, there will also be a need for consultancy support in connection with a new reception system and necessary integrations related to Altinn 3.
The framework agreement will include both ordinary Altinn forms/apps and other types of services related to Altinn.

Beskrivelse av opsjoner:
The agreement period is one year with the option for prolongation twice, one year at a time. The total maximum agreement period is three years (1+1+1)
If Finanstilsynet [the Financial Supervisory Authority of Norway] wishes to exercise the right to extend the framework agreement, the Tenderer shall be given written notice no later than six months before the framework agreement expires. The tenderer can refuse an possible last extension (year 3) by giving a written notice no later than six months before the framework agreement expires.

Egnethet til å utøve yrkesvirksomheten: Company Registration Certificate and tax certificate
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract.
Minste nivå(er) av standarder:
Credit rating based on the most recent accounting figures. The rating must be carried out by a credit rating agency with a licence to provide such service.
The credit score must be at least A or better, measured against the scale where AAA is highest, or an equivalent score from another reputable rating agency.
Teknisk og faglig kapasitet:
Minimum two of the tenderer's most relevant assignments (service development) during the two to three last years by using the Altinn system.
Sufficient ability and capacity to fulfil the contract.
Minste nivå(er) av standarder:
Description of the supplier's two most relevant contracts in the course of the last three years. The description must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). References will be contacted if needed to clarify relevance of the assignment. However, it is the tenderer´s responsibility to provide a description substantiating relevance.

Sufficient capacity should as a minimum be 3x the number of consultants proposed by the tenderer
