Kåfjord Fire and Rescue intends to procure a new fire engine as one of our vehicles has been taken out of service due to serious errors. The procurement then comprises 1 fire engine (designed for 5 persons with equipment) which i.a. shall include the addition, water tank and extinguishing system. The tender shall also include an option for servicing of vehicles, chassis, additions and assembled equipment as separate items. Kåfjord Fire and Rescue would like a Pri-1 price for a demo driven or easier to use vehicle, and this is justified by the need for an imminent delivery of a fire engine. We would therefore like to set up a two part needs mapping where we as priority 1 want price on the demo driven (more easily used) car not older than the 2020 mod. As priority 2 we would like price for a new fire engine. The award criteria are the same for new or used/demo vehicles in accordance with. Price (50%) and the Project and Service Organisation, environmental profile, lifetime costs and service costs (30%). When it is looking forward to the delivery time, this is weighted 30% on the new car and split up compared to used/demo car in annual model (10%), km. stand and service history (10%) and delivery time (10%). Examples: We receive four tenders, two for use and two on new cars. Tenders for the new cars will then be rejected and the competition will then be between the two used if they then fulfil the requirements otherwise. Three tenders will be submitted, and all three are new cars. These will then be evaluated and the award will then be made in accordance with the criteria. The vehicle, which shall be built and rigged for Norwegian or northern Norwegian conditions, shall be delivered registered with emergency approval and ready for response at Kåfjord fire and rescue. See the other part of the competition for further information on the procurement. Kåfjord municipality reserves political and other certifications as well as financing the project before the contract can be signed. It will not be an object for supplements if the turnkey contractor has overlooked, omitted, or failed to examine anything before the tender offer is given.

Hovedtrekk ved prosedyren:
The procurement shall be made in accordance with the Public Procurement Act dated 17 June 2016 (LOA) and the Public Procurement Regulations (FOA) FOR 2016-08-12-974. The contract will be awarded in accordance with the open tender contest procedure, cf. FOA § 13-1(1). Negotiations are not allowed in this competition. Tenders cannot, therefore, be changed after the tender deadline has expired. Furthermore, attention is agreed that tenders that include significant deviations from the procurement documents shall be rejected in accordance with the Public Procurement Regulations § 24-8(1) b. The contracting authority can reject tenders that include deviations from the procurement documents, uncertainties etc., which must not be considered insignificant, cf. Regulations § 24-8(2) a. Tenderers are therefore strongly encouraged to follow the instructions given in this tender documentation with annexes and possibly ask questions about uncertainties via the contracting authority KGV. Tenders shall be prepared in accordance with the guidelines given in this tender documentation with annexes, and submitted electronically in Mercell. NS 8407 "General contract terms for turnkey contracts" will form the basis for the contract document for the contractual relationship.

The contract will include requirements for wages and working conditions, documentation and sanctions in accordance with the regulations on wage and working conditions dated 8 February 2008 no. 112.

Documentation: The tenderer's Annual Financial Statements including notes with the Board's and auditor's reports from 2021 and 2022. If the Annual Financial Statements for the last year are not finished before the tender deadline for this contest expires, the last year's preliminary annual accounts should also be attached. See the tender documentation: Requirements: Tenderers shall have experience from relevant deliveries. Relevant deliveries means deliveries of fire engine class C to public departments/fire brigades. Documentation requirement: An overview of 3-5 relevant deliveries that the tenderer has carried out in the last three years. The Norwegian building's vehicle is comparable with the requirement sack and the building for Norwegian conditions. The description must include a statement of the contract ́s value, date and recipient (name, telephone number and e-mail address). It is the tenderer ́s responsibility to document relevance through the description. Tenderers can document their experience by referring to competence of the personnel he has at his disposal and can use this assignment, even if the experience has been worked up while the personnel have served another service provider. Requirement: Tenderers shall have a documented quality management system. Documentation: Tenderers shall present an ISO 9001:2015 certificate or a short description (maximum two A4 pages) of an equivalent management system. Requirement: Tenderers shall have a documented environmental management system. Documentation: A brief description of the tenderer's environment system or routines for safeguarding the environment and climate. If a tenderer is certified in accordance with ISO 14001, Miljøfyrtårn, EMAS or equivalent certifications, it is sufficient to enclose a copy of a valid certificate.
