Justification for cancellation Whilst evaluating the received tenders, we, as the contracting authority, have recognised that the published tender documentation had two significant weaknesses, and we have assessed that this is a justifiable reason to cancel the contest. One weakness was shortcomings in the description of our needs. The other weakness was that the award criterium price was not sufficiently wide-ranging so we did not receive sufficient information to find the best tender. These points mean that we believe it is necessary to cancel the contest. We refer to the Public Procurement Regulations § 25-4.
