The purpose of the procurement is to procure facilities for the production of bio-charcoal at Mære Agricultural School in Trøndelag. The school is located at Mæresvegen 163 - 7710 Sparbu.

A further description of the procurement is given in Annex 1 - Requirement Specifications.

Estimert totalverdi: 4 000 000 NOK 💰
Kort beskrivelse:

The contract has an estimated value of NOK 4,000,000, excluding VAT. This applies for all costs associated with the assignment. The estimated contract value is for information only, and the contracting authority is not bound by it.

The work is a turnkey contract that includes engineering design, production, assembly and start-up of the bio-charcoal plant. The contracting authority will provide the buildings as well as infrastructure related to electricity, water supply, waste and systems for disposal of excess heat.

The contractual relationship is regulated by NS8407 with the changes that appear in the tender documentation and annexes.

Requirement: The company must be a legally established enterprise. The tenderer must be registered in a public company register. Foreign tenderers are to present equivalent certificates from authorities in their home land. Documentation: Confirmed in ESPD Company certificate from the Brønnøysund business register or equivalent for foreign tenderers.

Økonomisk og finansiell stilling:

Requirement 1: Tenderers must have the financial capacity to fulfil the contract (i.e. good finances). It is required that the tenderer be creditworthy without requiring a guarantee. Documentation 1: Confirmed in ESPD Copy of credit assessment The credit assessment must not be older than 3 months. A definition of the symbols that the credit rating institution uses must be attached so that the Contracting Authority can assess different ratings against each other. If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable. Requirement 2: Tenderers must have their public tax and duties payments in order. Documentation 2: Confirmed in ESPD. Teknisk og faglig kapasitet:

Requirement: Tenderers must have carried out a minimum of 3 deliveries of bio-charcoal plants that are similar to that described in this tender documentation. Documentation: Confirmed in ESPD. Tenderers must document 3-5 relevant deliveries. Reference persons and contact information must be submitted for these plants. Use Annex 3 - Template for References

Requirement: Tenderers must have and practice a good and well-functioning management system for internal checks and quality that covers the delivery. Documentation: Confirmed in ESPD. If the tenderer is certified in accordance with ISO 9001:2015 or equivalent quality assurance standards, and has certifications that cover the contract, it is sufficient to present a copy of the valid certificate. Or (if no certificate) A description of the tenderer's system for internal checks and quality assurance.

Requirement: The tenderer must have and practice a well-functioning an environmental management system. Documentation: Confirmed in ESPD. If the tenderer is certified in accordance with ISO 14001:2015, EMAS, EcoLighthouse or has similar certification issued by authorities in other EEA member states, and the certification covers the delivery, it is sufficient to attach a copy of the valid certificate. Or (if no certificate) A description of the tenderer's system for environmental management.
