Justification for cancellation The contracting authority has made a total assessment of input from the supplier market. We see that there can be uncertainties in the tender documentation on how supplier constellations are to be understood. The uncertainties are of a nature that it cannot be corrected in any other way than by cancelling the tender contest. The necessary changes are seen as significant, cf. the PPR § 28-2.
