The property mass consists of more than 1,000 buildings of around 1.2 million square meters and 5,000 undeveloped properties. Nearly 60 percent of the buildings are schools, nurseries and nursing homes. The remaining areas are, among other things, office buildings, port buildings, fire stations, car parks and sports halls. The contracting authority intends to enter into a framework agreement with two providers of services for consulting engineering/technical consulting. The contract shall cover the agency ́s need for consultancy and engineering design services in connection with ordinary operation and maintenance, as well as investment projects of varying size and extent. The projects can be challenging and shall be adapted to different requirements and expectations, as well as parts of the buildings being of an antiquarian nature. Tenderers must expect assignments from simple advice/guidance for major complex engineering design assignments that include renovation and additions.

Minimum qualification requirements
Tenderers must have sufficient economic and financial capacity to fulfil the contract/contract. The contracting authority will obtain a credit rating of each tenderer. The assessment will be based on a so-called rating credit rating i.e. the credit institution ́s credit rating, part judgement and historical rating of the tenderer in question. For this contract/contract, credit worthiness with requirements for collateral will be sufficient to meet the requirement. The tenderer ́s credit rating must not be lower than B (low risk) or equivalent if a different rating is used (number rating). Tenderers with a rating lower than B or equivalent will be rejected. Newly established tenderers shall not be worse than AN (creditworthy newly established companies) or equivalent if a different rating is used (number rating). Newly established companies may alternatively submit a bank statement as proof of credit worthiness.
Documentation requirement for Norwegian tenderers:
The contracting authority will obtain a credit rating of each tenderer from Creditsafe (https://www.creditsafe.com). If a tenderer is not registered at Creditsafe, a credit rating from Proff Forvalt (https://forvalt.no/) will be obtained. The tenderer's credit rating must not be lower than the number rating of 51 out of 100 for Proff Forvalt. If the tenderer is registered with a different credit rating in the above mentioned credit information company, the credit rating at Creditsafe will be the decisive decision basis for fulfilment of the requirement. In addition the contracting authority can collect further information from the Brønnøysund Register Centre. Please note that the tender documentation contains guidelines for how tenderers can themselves supplement available information if required. Foreign tenderers shall present a credit rating report upon request from companies licensed by the Norwegian Data Protection Authority to operate credit information activities in Norway or from companies with equivalent approval in the EU/EEA Member States.
