The agency for Buildings and Properties has in excess of 250 lifts in the Bergen area. This indcludes person lifts, goods lifts, lift platforms, stair lifts, etc.
The Agency for Buildings and Properties would like to connect with a consultant with professional competence in lifts for our lifts. The tenderer will contribute to the contracting authority receiving good technical and financial deliveries related to environmental considerations and energy consumption.
The framework agreement will cover the contracting authority's need for lift consultancy services in connection with replacement and renovation of lifts, as well as follow-up of the contracting authority's framework agreements for service/inspections, as well as maintenance of lifts. The tenderer must also be able to be used as a consultant where the contracting authority requires expertise in lifts.

Kort beskrivelse:

Assistance will be needed with the following assignments, among others:

- Prepare tender enquiries/requirement specifications for service assignments (call-offs on the framework agreement for operations and maintenance services at lift facilities and alarm reception of lift alarms)

- Inspections, condition assessments and preliminary project in connection with replacement of existing facilities, or retrofitting of new lifts

- Offer evaluations

- Warranty follow-up, follow-up of lift alarms, follow-up of the lift portal at the Lift Inspectorate [Heisekontrollen]

- Be the contact point fr Bergen municipality for the Lift Inspectorate

- Follow-up of requirements/reports from NHK/The Lift Inspectorate

- Facilitate contact, order assignments and maintain dialogue with the Lift Inspectorate on behalf of Bergen municipality, including reporting, changes regarding address/contact persons, lifts that are demolished or refurbished.

- SØK Function - Building application for the municipality for replacement of lifts, lift devices.

- Create risk analyses regarding deviations in NHK reports. Dispensation applications for the municipality and Lift Inspectorate

- Contribute with invoice checks and cost controls as needed.

- Technical condition assessments of lifts

- Follow-up of large repairs in connection with maintenance

- Engineering of lifts in new buildings, existing buildings and renovation of lifts

- Create service agreements within the warranty period and maintenance agreements/plans

- Prepare new service contracts/framework agreements

- Ensure compliance with the Builder Regulations

- Assist with follow-up of framework agreements for maintenance services at the lift facilities and alarm reception of lift alarms. Includes assistance upon commencement of a new contract when this one expires in the first half of 2024.

The list is not exhaustive, and assignments/tasks that are naturally fall under the professional area are also included.

Registered in a trade register or company register.

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; tenderers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Minimum requirements for qualification

Tenderers must be a legally established company. Documentation: Tenderers registered in the Norwegian Register of Business Enterprises do not need to enclose documentation. The contracting authority will control the registration by using the organisation number provided in the tenderer's Mercell profile. For tenderers that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

Minimum requirements for qualification

Tenderers must have sufficient economic and financial capacity to fulfil the contract. The required financial capacity will be assessed in relation to the contract's value, services, risk and length. Documentation for Norwegian tenderers: The contracting authority will check tenderers' financial situation from DIFI's eBevis, Proff Forvalt (https://forvalt.no/) and/or via information given by Creditsafe (https://www.creditsafe.com), and can obtain further information from the Brønnøysund Register Centre. Note that the tender documentation includes guidelines on how tenderers can supplement available information if wanted. Documentation for foreign tenderers: Tenderers must, upon request, submit a credit rating report from a company that has a licence from the Norwegian Data Protection Authority to operate a credit information company in Norway, possibly from a company with the equivalent certification in a member country of the EU/EEA. The credit rating report must be based on updated accounting information.

The following education and professional qualifications are held by the tenderer and / or (depending on the requirements given in the notice or in the procurement documents) by the senior executives.

Tenderers must have adequate competence and professional qualifications for managing and quality assuring the assignment. Documentation: Tenderers must attach an overview of the experience and professional qualifications held by the managerial group and/or key personnel that are responsible for the assignment. This does not include offered lift consultants.
