The contract work consists of engineering design services for and the construction of Gjønnes tunnel including the local road system at Gjønnes. The Gjønnes Tunnel is a new connection between Gjønnes and E18 at Strand with a further connection to Fornebu. The tunnel is a two-course tunnel with cross-section T9.5. Contract E105 includes the construction of approx. 1,500 m of the total of approx. 1,950 long tunnel. The remaining approx. 450 m will be executed in the adjoining contract E 102. The section border is just north of the Høvik tunnel. The tunnel shall be constructed in a new crossing area at Gjønnes with a connection to the Bærum road.

The tunnel shall be constructed in a new crossing area at Gjønnes with a connection to the Bærum road. The area around Gjønnes is very busy, with a nearby underground station, sports hall, housing estates, schools and with the Bærum road running through the construction area. There is development above the entire length of the tunnel. The main work consists of tunnel and open air installations, local roads, constructions, injection sealing of the construction pit, establishment of a pump station, electro installations, and technical traffic equipment, alterations to technical infrastructure, demolition, and road alterations, as well as completion and commissioning.

Tenderers must be a legally established company or consist of a group of contractors who are legally established companies. The requirement also applies to businesses the tenderer relies on, cf. B2 point 4.1. Tenderers must not be a unit that is affected by the ban in section §8n in the Ukraine sanction regulations.

Økonomisk og finansiell stilling:

Tenderers must have adequate economic and financial capacity to comply with the contractual obligations and, in addition, fulfil the following requirements: 1. Tenderers must have equity of minimum NOK 200 million. 2. Tenderers must have an equity ratio of at least 10 %. 3. Tenderers must have an average annual turnover of minimum NOK 300 million in the last three fiscal years.

Teknisk og faglig kapasitet:

Tenderers must have sufficient experience with the execution of major road projects of a relevant nature and degree of difficulty. In addition, tenderers must have the sufficient experience of a relevant nature and degree of difficulty from the following central work: - Tunnel driving when boring and blasting. - Engineering design services, including model based engineering design services for road and tunnel installations. - Concrete constructions - Site execution in densely populated areas - Electrical and technical traffic installations in urban road installations. Tenderers must have experience from execution of central work mentioned above. If the tenderer only has experience from, for example, managing sub-contractors, the tenderer must rely on other businesses that have the required experience from execution of the relevant central work, see B2 point 4.1. Tenderers must have an HSE system that fulfils the requirements in the regulations on systematic health, environment, and safety work in entities (internal control regulations). The system will be subject to periodic audits. Tenderers, and the suppliers the tenderer will rely on to fulfil the requirement for technical and professional qualification in B2 point 2.4, cf. 4.1 must have an average H2 value lower than 12 for the last three years. Tenderers must be certified in accordance with ISO 14001 (2015), EMAS (EU Eco-Management and Audit Scheme for environmental management), or the Eco-Lighthouse certification scheme, with relevance to equivalent public transport projects. Tenderers must be certified in accordance with ISO 9001 (2015) with relevance to comparable public transport projects.
