The contract is a sub-contract in the builder-managed operations contract in operations area 0901 Setesdal. The Norwegian Public Roads Administration has responsibility for inspecting and monitoring the road network. All work on the road network is done in accordance with orders placed by the builder. The Norwegian Public Roads Administration will establish plans for the execution of the work, with a statement on the location and time.
The contract comprises routine operation assignments and minor maintenance assignments on the road network in the area 0901 Setesdal, from Storstraumen picnic area and southwards, in accordance with orders from the builder. The road network from Skarpengland to the border between Vennesla Municipality and Evje and Hornnes Municipality is an option in the contract. A detailed overview of the road network is given in annex D2-S01a.
Also included in the contract is winter maintenance such as snow ploughing, snow/ice clearing and gritting (sand and salt) with a lorry on road stretches stated in the tender documentation.
The contract period will run from 2023-09-01, at 00:00 until 2026-08-31 at 24:00.

From 01.09.2024 the road network could be extended to the south of the border between Vennesla Municipality and Evje and Hornnes Municipality to Skarpengland at the junction between national road national road 9 and Drivenesvegen (County road 454), which means that the work assignments in this contract shall also be carried out on National road 9 with the accompanying national foot and cycle paths belonging to this stretch. The road network from Skarpengland to the border between Vennesla Municipality and Evje and Hornnes is therefore an option in the contract. A detailed overview of the road network is given in annex D2-S01a.

The work will be remunerated by round sum for round sum processes, in relation to amounts and unit prices for other processes such as cost-plus work in accordance with the hourly rate for crew and machinery.
Beskrivelse av opsjoner:
The parties can, if agreed upon, extend the contract period so that it also applies to further 12, 24, or 36 months c.f. chapter C, point 2.45.
The builder also has an option for extending the contract for 12 months, from and including 1 September in the year it was agreed the contract would expire, (i.e., either at the end of the original contract period, or at the end of the extended contract period in accordance with the previous section), until 31 August the following year.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Legally established company: Tenderers must be a legally established company or consist of a group of contractors who are legally established companies. The requirement also applies to any sub-contractors, cf. point 4.
SHA system: Tenderers must have a system that shows that they work pro-actively to ensure the safety, health and working environment (Norwegian abbreviation: SHA), with relevance to similar work as the work included in this contest. The system will be subject to periodic audits.

Teknisk og faglig kapasitet:
Relevant experience: Tenderers must have sufficient experience of a relevant nature and degree of difficulty from the following work:
1: The main disciplines included in the assignment are: Operation and maintenance of roads
2: Sub-assignments of significance for the contract work, including:
• winter operations
• operation and maintenance assignments in the summer months
• Construction notification and traffic management
Builders' experience: The Norwegian Public Roads Administration and other builders' experiences with the contractor will be evaluated. Tenderers are required to show references to relevant contracts that he has carried out in a satisfactory manner.
Implementation ability: Relevant experience is also required amongst the key personnel who will be used for this assignment.
