The contract comprises up to 10,950 days-and-nights (30 inpatient places) per annum in the Sørlandet Hospital service area where treatment is normally up to 9 months. The contract is divided between two sub-services:
- Inpatient treatment for patients with concurrent substance abuse problems and mental illnesses that according to the National Professional Guidelines for assessment, treatment and follow-up of persons with concurrent substance abuse problems and mental illnesses (Norwegian: ROP should be treated within TSB (Sub service 1 - 3650 days and nights)

- Inpatient treatment places for patients with different dependency problems who cannot use outpatient treatment (Sub-service 2 - 7,300 nights and days).
In the Sørlandet Hospital service area, framework agreements shall in principle be entered, divided into two sub-contracts with one provider per lot.
- Lot A: the entire sub-service 1 and 60 % of sub-service 2.
- Lot B: 40 % of sub-service 2.
The framework agreement will apply from 1.6.2023 (tentative contract commencement date) until 31.12.2024. The contracting authority has an exclusive right (option) for extending the framework agreement one (1) time for up to twelve (12 months). The maximum agreement period will thus be 2 years and seven months (1 year and 7 months + 1 year).
