The Northern Regional Health Authority hereby invites tenderers to a contest for the procurement of somatic habilitation and rehabilitation services. The Northern Regional Health Authority is the contracting authority and contract party. The Norwegian Hospital Procurement Trust is assisting the contracting authority with the procurement. The procurement shall be implemented in accordance with part IV regarding supply of health and social services in the Public Procurement Regulations. The Contracting Authority is making reservations regarding inaccuracies in the tender notice, due to missing adaptations in the electronic tender notice form in relation to the Regulations. See the tender documentation for a complete description of the procurement, including information on negotiations. NOTE: Tenderers can find all the contest documents on the matter in Mercell. Target group: The patient group must mainly receive an offer in their home municipality. Some patients in group A however will need specialised and intensive rehabilitation in the form of day or 24 hour stays in a rehabilitation institution after broken bone treatment, for complex injuries in muscles and the skeleton system, and complicated hip and knee prosthesis surgeries.

Target group: Patients with inflammatory rheumatic diseases that have a significantly reduced function level and high (complex symptom picture, symptom pressure, for example due too pain, stiffness, reduced joint movement, and muscle power, as well as fatigue. The group includes patients with arthritis, spondylartrite, connective tissue disease, and some rare rheumatic diseases.

Target group: Patients that have had amputations of lower extremities. Rehabilitation in an institution is relevant after the patients has had a prosthesis fitted and needs walking training. The municipal health service is responsible for follow-up after amputation surgery whilst waiting for a prosthesis to be fitted. In special cases the target group can however include patients who have not have a prosthesis fitted, for example, special wound problems, or other conditions that say that the municipality does not have competence to follow-up this itself.

Target group: Patients with a reduced function level due to chronic fatigue syndrome, CFS/ME diagnosed according to the recommended diagnosis set (the Fukuda criteria (CDC-criteria 1994), Canada criteria 2003, Paediatric criteria 2006 (Jason 2006). The offer is for patients with a mild severity (activity level reduced by at least 50% compared with before the disease debut) and moderate severity (all activity is strongly reduced, housebound, and a need to sleep during the day). The patients must be able to participate in group training and joint teaching sessions.

Target group: Patients who have work/education as the primary goal for rehabilitation. The target group often has compound health problems, in addition to social and economic challenges, often with particular challenges connected to work, where NAV and others must assist with the problems. Local initiatives directed by the employer and NAV must have been tried. The purpose is not to assess the ability to work, e.g., connected to disability degree.
