The contract will cover the contracting authority's need for services within ICT infrastructure. The contracting authority will enter into parallel framework agreements with up to five tenderers, provided that there are a sufficient number of suitable tenders.

The sub-area covers design, consultancy, implementation, error recovery and operation of systems for server and client operation, including central areas such as virtualisation, monitoring, configuration and communication.
The contracting authority has needs within the following areas, both as local installation and as cloud services:
Virtualisation (hardware and software)
Network/micro-segmentation
Monitoring/configuration
Interaction/communication
Backup (hardware, software)
Server (hardware, software)
Client (hardware, software)
Printing systems (FollowMe and equivalent systems)
Databases
The list is not exhaustive.
Tenderers are not expected to have competence in all these areas, but the contracting authority is looking to cover all the areas through the parallel framework agreements.
Varighet: 24 måneder

The framework agreement period for the service will be 2 years with an option for the contracting authority for an extension for one or several times up to a further 2 years, to a total of maximum four (4) years.

The following contracting authorities have an option to join the contract:
Kristiansand Municipality (must be redeemed at the latest three months after the contract has been signed), Bygland Municipality, Farsund Municipality, Farsund Municipality, Iveland Municipality, Risør Municipality, Valle Municipality, Arendal Municipality, Åmli Municipality, Bykle Municipality, Flekkefjord Municipality, Grimstad Municipality, Lindesnes Municipality, Sirdal Municipality, Vegårshei Municipality, Åseral Municipality, Evje og Hornnes Municipality, Froland Municipality, Hægebostad Municipality, Kvinesdal Municipality, Lyngdal Municipality, Tvedestrand Municipality, Vennesla Municipality, Statsforvalteren i Agder, Aust-Agder revisjon IKS, Agder renovasjon IKS, Agder arbeidsmiljø IKS, Statsforvalterens fellestjenester, hovedkontor (HK) i Arendal, Avfall Sør AS, Vest-Agder museet IKS, Aust-Agder museum og arkiv IKS, Lister og Dalane Avfallsservice AS, Agder kollektivtrafikk AS, Kristiansandsregionen brann og redning IKS.

The area covers design, consultancy services and operation of fixed and wireless network infrastructure, technical security (cyber security), information security, personal protection, stand-by, redundancy, implementation, and error recovery in accordance with orders placed by the contracting authority, including:

Vilkår for deltakelse
Økonomisk og finansiell stilling:
Tenderers must have the tax, employer contribution and VAT payments in order.
Documentation requirement:
Tax and VAT certificate. The certificate must not be older than 6 months from the tender deadline. The certificate can be obtained electronically from Altinn. For further information, see Skatteetaten.no.
For foreign tenderers:
Foreign tenderers must submit equivalent certificates from the country of origin, that substantiate that payment of taxes and duties is in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration must be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

Tenderers must have sufficient economic and financial capacity to fulfil the contract.
The required capacity will be assessed in relation to the contract's value, services, risk and length.
Credit rating based on the most recent accounting figures. The rating must be carried out by a credit rating agency with a licence to provide such service.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting other documents considered suitable by the contracting authority.

An overview and brief description of the qualification requirements:
Experience
Tenderers must have good experience from equivalent/comparable assignments to this framework agreement.
Documentation Requirement
A list with an overview and description of up to five of the tenderer's most relevant assignments in the last 3 years.
The list/description must, as a minimum, contain:
• Name of customer/recipient
• Scope of the assignment
• Description of the company's role
• The assignment´s value
• Delivery dates
• A brief description of the delivery.
It is the tenderer's responsibility to confirm relevance through the description.
The attached template for references canl be used. See part I, annex 5.
Quality management system
Tenderers must have implemented and have good routines for quality management.
Documentation requirement:
The documentation must be provided in one of the following ways:
Alternative 1: Description of the company's implemented routines for quality management, with emphasis on quality assurance, resource management, management responsibility and continuous analysis and improvement.
Alternative 2: If a tenderer holds ISO 9001:2000 certification or the equivalent, this can be enclosed.
