Consultancy services in ICT for the health trusts in Norway

Sykehusinnkjøp HF [the Norwegian Hospital Procurement Trust] is implementing the procurement of ICT consultancy services on behalf of the four regional health authorities.
The purpose of the procurement is to safeguard the regional health authorities gaining access to consultants with the correct competence at the right price, and when the demand is present. The framework agreements must cover a periodic capacity deficit and to some extend a lack of competence in the companies. Altogether, the contracts must cover the needs of the four regional health authorities.
The procurement is divided into the following lots, where relevant tenderers can submit tender offers for one or more lots. See also the contest provisions chapter 1.5:

The framework agreement period is two (2) years from commencement. The contracting authority can extend the contract for one (1) year at a time for up to two (2) years. The maximum contract period is four (4) years (2+1+1).

Tenderers must have positive equity for the last two years and must present documentation that the tenderer is creditworthy without a guarantee.

Tenderers are required to have good experience with larger projects and/or assignments for the specialist health service or for contracting authorities of equivalent size and complexity.

The contracting authority will assess the tenderer's experience based on the following:

- Volume/value of previous deliveries.

- The size of the recipient of previous deliveries, hereunder to which degree the recipient is of a comparable size and complexity to the regional health authorities.
