In spring 2022 Innlandet County prepared, in cooperation with, amongst others, the police, a general protection risk analysis on the physical protection of school buildings. The continued aim of the project is to establish satisfactory security for the county's sixth form colleges/school sites in order to prevent and delay deliberate unwanted events.

… process. The assignment will mainly concern the following:
* Registration of existing protection measures at each school site.
* Assess registered existing measures for each school site up against the advised measures stated in the general protection risk analysis.
* Carry out a protection risk analysis for each individual school site.
* Work out general cost calculations for all the proposed measures, and assess the cost/benefit for each school site.
* The need for organisational measures that arise during the work must be registered.
* A risk and vulnerability assessment of existing warning systems that are currently installed at several school sites must also be undertaken.

Tenderers must be registered in a trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; tenderers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Documentation requirement:
* Norwegian companies: Tenderers must be a legally established company. Norwegian companies must document this with a Company Registration Certificate.
* Foreign tenderers: Foreign tenderers must be able to prove that the company is registered in a trade or business register or a Register of Business Enterprises as prescribed by the legislation of the country where the tenderer is established.
Tenderers are required to have good creditworthiness, at least equivalent to Bisnode score A (www.soliditet.no), as well as the economic and financial capacity to fulfil the contract.
Documentation Requirement: Tenderers must not attach any documentation. The Contracting Authority will obtain credit rating/financial data itself.
If the tenderer is not credit worthy or if the tenderer wants to document that their credit rating gives a misleading picture of the economic situation, the economic and financial standing can be established with other documentation. Tenderers should particularly justify why the credit rating is not presented or why it gives a misleading picture.

For companies without a score in the Bisnode database, the contracting authority will consider the accounting figures and, if necessary, obtain external assistance to assess the tenderer's economic and financial position. Tenderers with temporarily reduced credit rating due to reported demerger/merge or similar events, must /fission/fusion or equivalent, may be approved.

a. Tenderers must have good experience from comparable assignments / deliveries (i.e. assignments of the similar nature, complexity, degree of difficulty, size and scope) with associated services.
Documentation requirement: Tenderers must provide a list of the most important relevant deliveries in the last five years that are concluded, including information on the contracting authority, type of contract, value, time and recipient (name and e-mail address), as well as a brief description of the delivery's content, scope and obligations.

b. Tenderers must have sufficient implementation ability and capacity for implementation of the contract.
Documentation requirement: A statement of the tenderer’s organisation and available resources (employees and equipment) for implementation of the contract.
c. Tenderers are required to have a good and well-functioning quality assurance system/routine for the services that will be provided.
Documentation requirement: A copy of the system certificate issued by an accredited certification body or equivalent documentation (for example ISO 9001 or similar).
Alternatively:
A statement describing the tenderer's quality assurance system/routines and applicable control systems. In addition, the description shall include procedures and check-lists for the services offered in the contract that show satisfactory quality assurance of the deliveries/services.

If tenderers intend to rely on other companies' capacity for financial/economic strength and/or technical/professional qualifications, the tenderers must present documentation confirming that they have the right to use the necessary resources at the subcontractor, e.g. a written commitment statement or a written collaboration contract on this between the tenderer and subcontractor. The Public Procurement Regulations' §16-10 applies to part III procurements.
