Kort beskrivelse

The contract is for the construction of a new municipal street and a new municipal engineering water and sewage facility in Aksdalsvegen and Rådhusvegen west. In addition a new roundabout with ramps adapted to the existing bridge as well as a new footbridge over the E134 shall be constructed. The water and sewage installations in Aksdalsvegen will also run over the E134 in the northwest adapted for the existing stream as well as a new sub-drain down by Bongastjønn. The contract also includes the demolition/removal of sheltered accommodation flats along Aksdalsvegen which conflicts with the new engineered foot and cycle path. Site inspection: Wednesday 13 December, 10:00. Meet at the parking lot at Aksdal centre.

Minimum qualification requirements
Tenderers are required to have an average annual turnover of minimum NOK 180 million in the last three financial years. Tenderers shall enclose the following documentation: Annual Financial Statements and Annual Report and Auditor's Report for the last three years.

If a tenderer has a justifiable reason for not submitting the documentation required by the contracting authority, he can document his economic and financial capacity by presenting any other document that the Contracting Authority deems appropriate.

The contracting authority will undertake an overall assessment of the tenderer's economic and financial position, as regards the object and extent of the contract.

Minimum qualification requirements
Tenderers shall be credit worthy equivalent to AA or better, cf. RiskGuardian Suite's (Bisnode) ratings. Tysvær municipality has a credit rating license at RiskGuardian Suite and is conducting the credit rating itself.

Tenderers shall enclose a declaration that Tysvær municipality can carry out a RiskGuardian Suite (Bisnode) credit rating of the tenderer.

Certificate issued by an independent body that documents that the tenderer is certified in accordance with ISO 9001 (2015). The independent body must be accredited by Norwegian accreditation or equivalent bodies in other EEA countries.

Other documentation for equivalent quality assurance measures will be accepted if the tenderer cannot obtain such certificates by the deadline, and this is not due to the tenderer himself. It is a prerequisite that the tenderer documents that these measures are equivalent to ISO 9001 (2015). Tenderers shall justify why they did not have the opportunity to obtain such certificates by the deadline and what this is due to.

Other documentation for equivalent environmental management measures will be accepted if the tenderer cannot obtain such certificates by the deadline, and this is not due to the tenderer himself. Tenderers shall justify why they did not have the opportunity to receive such certificates by the deadline and what this is due to.

• Name of the assignment

• The assignment ́s value
• Date of the delivery.
• Name of reference at the contracting authority with a statement of this telephone number and email address.
• A description of the contractual works, including relevance for the assignment in this competition.

It is the tenderer ́s own responsibility to document that the reference assignments are relevant. The tenderer will also be responsible for ensuring that the reference person is available and gives reference.

The tenderer is responsible for carrying out pressure and density testing of water and sewage pipelines of 3rd party/independent party. All costs associated with pressure and density testing shall be included in the rigging and operation items.

For public building and construction work, technical personnel or units that shall carry out the work: Tenderers can use the following technical personnel or technical units for public building and construction work to fulfil the contract:

ADK certificate: At least one person in each ditch layer shall have an ADK certificate or equivalent. The person shall be present during all ditch and pipeline work, i.e. by the development of ditches, re-filling ditches and when laying and assembling the pipelines. Tenderers shall enclose a copy of a certificate.

Certified excavation contractor in accordance with Fagne and Haugaland kraft fibre ́s rules: The tenderer, possibly his sub-supplier must be certified/pre-qualified. Tenderers shall enclose documentation that they have the necessary courses required to carry out the work, i.e.
• E-training courses at Trainor - "Activities close to power lines and cables"
• Courses at Sapio AS - "Course in construction work" (2.5 hours. Valid for 2 years) Courses at Trainor must be completed before courses at Sapio AS.

Control Permission: For goods or services that are complicated, or that in exceptional cases shall be used for a particular purpose: Will the tenderer allow checks of the tenderer's production capacity or technical capacity and, where necessary, of the survey and research facilities that the tenderer has at its disposal and of quality control measures? The inspections shall be undertaken by the contracting authority or the contracting authority can leave it to a competent public body in the country where the tenderer is established.

Portion of the contract to sub-suppliers.: The tenderer is considering to outsource the following part (as a percentage) of the contract to sub-suppliers. Note that if the tenderer has decided to outsource a part of the contract to sub-suppliers and will use the sub-suppliers ́ capacity to carry out this part, a special ESPD will be supplemented for such sub-suppliers, see part II, section C, above.
