Requirement: Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established. DOCUMENTATION REQUIREMENT: Norwegian tenderers: Company registration certificate. Foreign tenderers: Verification that the tenderer is registered in a company register, professional register or a trade register in the state where the tenderer is established.

Økonomisk og finansiell stilling

REQUIREMENT: Tenderers must have their tax and VAT payments in order. This means that the tenderer must have no more than an insignificant amount of unpaid taxes and VAT, or must be able to provide a satisfactory explanation as to why they are arrears. DOCUMENTATION REQUIREMENT: Tax certificate (RF1316) not older than 6 months calculated from the application deadline. Tax certificates means: For Norwegian tenderers: Certificates issued by the Tax Collector or the Norwegian Tax Administration or VAT, Tax, Employer Contribution. For foreign tenderers: Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue such certificates, the tenderer should submit a declaration stating that all taxes and duties have been paid. The declaration must be approved and signed by the tenderer's Financial Director/ person responsible for finance. REQUIREMENT: Tenderers must have sufficient economic and financial capacity to fulfil the contract, including satisfactory operating profit margin, degree of liquidity and equity. The tenderer must document a minimum revenue of NOK 100 million for each of the last 3 years. DOCUMENTATION REQUIREMENT: Credit rating from a certified credit rating company, based on the last known fiscal figures. The rating must not be older than 3 months. And the Tenderer's Annual Financial Statements (including notes with the Board's and auditor's reports) from the last 3 years for the tenderer and any parent company. If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

Teknisk og faglig kapasitet

Requirement: Tenderers must have good experience from similar deliveries. Similar deliveries means that the experience must concern an equivalent type of assignment, scope and complexity to those included in this framework agreement; ship maintenance, upgrades, project management, configuration management and coordination of separate works and subcontractors. Experience related to technical rig maintenance/modifications can be considered to fulfil the requirement if it is otherwise equivalent in scope and complexity. Tenderers must refer to experience from one or more experience projects/deliveries with a total scope equivalent to approx. 200 to 300 days' work on one or more shifts. No requirement is set in regard to the number of days' work per shift. Contributions from subcontractors can be calculated with the number of days' work. DOCUMENTATION REQUIREMENT: An overview of the tenderer´s 3 most relevant assignments in the last 5 years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration. The overview must include a statement of: The assignment's Value, Date, Recipient, Certificate from the recipient of the assignment/assignments, cf. FOSA [the Norwegian Defence and Security Procurement Regulations] § 8 12 (1) c. A description of the delivery, including how the tenderer delivered in terms of time, cost and service A description of how the assignment is considered to be relevant to this framework agreement It is the tenderer's responsibility to document the relevance of the assignment through the description. The description of each reference assignment should not exceed 1 A4 page. REQUIREMENT: Tenderers must have sufficient staffing to carry out the delivery under the framework agreement. At minimum, the tenderer must have at its disposal: 50 skilled electricians, at least 20 of which are Norwegian citizens, 60 skilled mechanics, at least 20 of which are Norwegian citizens, 30 skilled hull and structure workers (including plumbing), at least 5 of which are Norwegian citizens, 30 skilled workers within the discipline ISO, at least 5 of which are Norwegian citizens, 5 engineers within ship technical systems, at least 3 of which are Norwegian citizens, 3 technical illustrators, at least 2 of which are Norwegian citizens, 1 security supervisor with Norwegian citizenship Relevant expertise as needed in order to execute the framework agreement is further described in Annex 6 - Competence Requirements. DOCUMENTATION REQUIREMENT: Tenderers must deliver the following documentation: A description of the tenderer's organisation of their own personnel and the personnel that they otherwise command, including the total staff and the competence and citizenship of the personnel. CVs are not to be submitted. REQUIREMENT: Tenderers must have at their disposal docks and infrastructure in Norway that are suitable for the execution of the contract. The requirement is considered fulfilled when the requirements of the Contracting Authority in Annex 5 are fulfilled, or when the tenderer proves that the requirements in Annex 5 will be fulfilled no later than 3 months after the contract enters into force. DOCUMENTATION REQUIREMENT: Tenderers must prepare a document describing fulfilment of the requirements in Annex 5. Docking conditions for the vessel are: Depth: 6.92m/7.12m (Extreme/Max) Stern: 7.38m/7.66m /Extreme/Max) Bow: 6.47m/6.58m (Extreme/Max) Trim: 0.91m at the bow. To document the depth of the dock, the Tenderer must deliver documentation describing: the depth from nautical chart zero to the top of the threshold at the entry to the dock, the depth from nautical chart zero to the seabed at the dock, and whether the dock is level or slopes in a certain direction, cushion height Tenderers must deliver drawings with sections showing these measurements as well as a cross-section of the dock showing how the sides are designed. If the tenderer's dock and infrastructure do not fulfil all of the requirements in Annex 5 at the time of delivery of the qualification application, the tenderer must also submit an overview of the deviation and a plan for implementation of the relevant upgrades / modifications. REQUIREMENT: Tenderers must have a management system for quality that is relevant to the scope and deliveries under this Framework Agreement. DOCUMENTATION REQUIREMENT: To document that the requirement is fulfilled, the Tenderer must enclose a description of the tenderer's methods for quality assurance. If a tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of a valid certificate to fulfil this requirement. REQUIREMENT: Tenderers must have a documented and valid environmental management system with routines and structure that demonstrate how the tenderer ensures that relevant environmental considerations are taken in relation to the services that will be delivered under the framework agreement. The system must be connected with (an) executive entity/entities, and as a minimum must include: 1. an environmental policy 2. an overview of the most significant environmental effects (environmental aspects) of the company 3. proof that the company sets environmental requirements for its subcontractors 4. a description of the organisation and division of responsibility in environmental works 5. a description of the company's preparedness plan for handling emergency situations with risk of unfavourable environmental effects, if applicable 6. a description of the resources that are necessary to establish, implement, maintain and continually improve the environmental management system. DOCUMENTATION REQUIREMENT: A description of the environmental measures that are implemented in the company which shows that the system includes the points above. If a tenderer is certified in accordance with ISO 14001, Eco-lighthouse, EMAS or equivalent standards, it is sufficient to present a copy of a valid certificate.

Andre særlige vilkår

For this contract, a security contract and supplier declaration will be entered into with the selected tenderer on a NATO CONFIDENTIAL level. Security contracts will be entered into for companies on which the tenderer relies in order to fulfil the qualification requirements or for subcontractors that can access or manufacture security-graded information or can access objects or infrastructure that are security-graded. Such suppliers must be able to receive security clearance up to the level NATO CONFIDENTIAL.
