The measure consists of covering the seabed with clean matter. The area covered by the measure covers a total of 342,000 m2. Rubbish is currently being cleaned from the area and a smaller area is being dredged.

Store Lungegårdsvann is a limited fjord basin with a maximum depth of 23 m. Store Lungegårdsvann is bordered by Puddefjorden where measures were carried out for the polluted seabed in 2017-2018. Investigations have revealed that there is still silty, soft sediment in parts of Store Lungegårdsvann.

Requirement: Tenderers must be a legally established company. Documentation: Tenderers registered in the Norwegian Register of Business Enterprises do not need to enclose documentation. The contracting authority will control the registration by using the organisation number provided in the tenderer's Mercell profile. For tenderers that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

Økonomisk og finansiell stilling:

Requirement: Tenderers must have sufficient economic and financial capacity to fulfil the contract. The required economic capacity will be assessed as regards the tenderers' capacity seen in accordance with the contract value, services, risk, and payment terms. Documentation for Norwegian tenderers: A credit rating from a recognised credit rating company, or the annual accounts for the last two fiscal years. Note that the tender documentation includes guidelines on how tenderers can supplement available information if wanted. Documentation for foreign tenderers: Tenderers must submit a credit rating report from a company that has a licence from the Norwegian Data Protection Authority to operate a credit information company in Norway, or from a company with the equivalent certification in a member country of the EU/EEA. The credit rating report must be based on updated accounting information.

Teknisk og faglig kapasitet:

Requirement: The tenderer is considering to leave the following part (percentage) of the contract to sub-suppliers. Note that if a tenderer has decided to leave a part of the contract to sub-suppliers and rely on sub-suppliers' capacity to carry out this part, a separate ESPD is required for such sub-suppliers.

Documentation: Tenderers must submit a description of how much of the contract the tenderer is considering to outsource to sub-suppliers as regards the following work: Supplier of the matter, transport of the matter, laying out the matter, diving team/underwater work. Commitment statement(s) and completed ESPDs must also be submitted from sub-supplier(s).

Requirement: Tenderers must have relevant experience from equivalent assignments. Documentation requirement: Relevant experience is to be documented by stating a minimum of two (2) and a maximum of five (5) references from the last ten (10) years. It is the tenderer's responsibility to confirm relevance through the description. When assessing what is deemed to be an 'equivalent assignment', the contracting authority will emphasise coverings, sea work, work with polluted matter, work on quays, dredging, etc. Tenderers can document experience by referring to the competence of personnel that can and will be used for this assignment, including experience that has been acquired while the personnel performed services for another supplier.

Requirement: Tenderers must have sufficient capacity and implementation ability to fulfil the contract. Documentation requirement: An overview of the company's total manpower, as well as an overview of the number of man-labour years, with competence for special/important disciplines for the execution of the contract. How the tenderer will ensure sufficient capacity for this assignment must be reported. Amongst other things, a staffing plan is to be submitted for the assignment, showing the number of suitable employees, hired persons, sub-suppliers etc., including the staff's competence and experience.

… that all tenderers have an established quality management system that is satisfactory to ensure quality in the execution of this contract. Documentation requirement: A description of the company´s implemented quality assurance system. Certificates must be submitted for the company's quality management system, issued by independent bodies, confirming that the company meets specific quality management standards, for example ISO 9001. If a company does not have a certificate, other documentation of the company's quality management system must be presented. In such cases, the following must, as a minimum, be submitted: * The system's name and a detailed table of contents * A general description of the system's contents, including an overview of check plans and check-lists that are relevant for this contract * An organisation chart that shows responsibilities in the quality assurance system * A description of procedures for internal control and handling deviations (work with corrective and preventive measures) * A description of how the system will be used to ensure quality in this contract. All submitted or collected documentation will form the basis for an overall evaluation of whether the qualification requirement is fulfilled.

… tenderers who have certification from independent third parties confirming that the tenderer has procedures and systems that ensure low environmental impact during the implementation of the delivery. Documentation requirement: Tenderers must submit certificates from independent bodies that document an established and satisfactory quality management system. Documentation is required stating that the tenderer is environmentally certified in accordance with ISO 14001, is an Environmental Lighthouse company, is certified by EMAS, or is certified by equivalent third parties. If the tender does not have a certificate, other documentation of the tenderer´s environmental management system must be presented. In such cases, the following must, as a minimum, be submitted: * The system's name and a detailed table of contents * A general description of the system's contents, including an overview of check plans and check-lists that are relevant for this contract * An organisation chart that shows responsibilities in the quality assurance system * A description of procedures for internal control and handling deviations (work with corrective and preventive measures) * A description of how the system will be used to ensure quality in this contract.
