The tenderer's economic and financial capacity: Tenderers shall have sufficient economic and financial capacity in relation to the object and scope of the contract. If the tenderer has a justifiable reason (e.g. newly established) of not submitting the documentation required by the Contracting Authority, the tenderer can document their economic and financial capacity by presenting any other document that the Contracting Authority deems suitable.

Liability insurance: Tenderers shall have sufficient and relevant liability insurance that is in relation to the contract ́s extent and object. A copy of an insurance certificate.

The tenderer ́s registration, authorisations, etc.: Tenderers shall be registered in a company register, professional register or trade register in the country where the tenderer is established. Norwegian companies: Company Registration Certificate Foreign companies: Verification that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

QUALITY ASSURANCE STANDARDS AND ENVIRONMENTAL MANAGEMENT STANDARDS.: Tenderers shall have quality assurance routines suitable for the delivery/contract. A description of the tenderer's quality assurance methods. If a tenderer is certified in accordance with ISO 9001 or equivalent quality assurance certifications, it is sufficient to enclose a copy of a valid certificate.

Quality assurance system: Tenderers shall have third party certified quality management system, such as ISO 9001/ISO 27000 or equivalent. Valid licence number for ISO 9001 issued by independent bodies. The contracting authority will accept other equivalent certificates issued by bodies in other EEA countries. Other documentation for an equivalent quality management system is approved to the degree that the tenderer has not had the possibility of getting certificates as mentioned by the deadline stated in this tender documentation. The prerequisite is that it is not due to the tenderer himself.

Environmental considerations: Tenderers shall have routines to take care of environmental considerations adapted to the delivery/contract. A description of the tenderer's procedures for taking environmental considerations into account. Tenderers can enclose certificates or certificates that document their compliance with relevant European or international environmental management standards. Alternatively, other documentation of equivalent environmental management measures can be submitted. If a tenderer is certified in accordance with ISO 14001 or equivalent environmental certifications, it is sufficient to enclose a copy of a valid certificate.

Environmental management system: Tenderers shall have third party certified environmental management system such as ISO 14001 or equivalent. Tenderers shall enclose certificates or certificates that document the tenderer's compliance with relevant European or international environmental management standards, such as: EMAS (which is the EU's environmental management system) and/or ISO 14001:2015 (which is an international standard) and/or Miljøfyrtårn (which is formally recognised by the EU as equivalent to EMAS with few exceptions) and/or equivalent environmental management standards based on relevant European or international standards from accredited bodies.

Teknisk og faglig kapasitet

Relevant experience: Tenderers are required to have experience from equivalent deliveries. List of the up to three (3) most relevant deliveries or services performed up until the last three (3) years, including information about the value, date, and the name of the public or private recipient.

Required capacity: The tenderer shall have the necessary capacity to be able to carry out the assignment. A description of the tenderer's average workforce and the number of employees in the management during the last three years. A description of the technical personnel that the tenderer has at his disposal for fulfilment of the contract. A report of the implements, machinery, tools, materials or technical equipment at the disposal of the tenderer for fulfilment of the contract.

Necessary competence: The tenderer shall have the necessary competence to carry out the assignment, including: Climbing and working in high telecommunication masts, i.e. "Work high up" Installation of telecommunication cables, antennas and radio equipment (Tx/Rx). Installation of power/power circuits (-48 VDC and/or 230 VAC). Cable and Antenna Analyses. Use of DGPS for accurate measurements of reception antennas (Rx) and GPS. Transport of snow scooters and/or four wheelers (ATVs). Suitable documentation shall be enclosed that confirms that the tenderer has the necessary competence.
