The Ministry of Children and Family Affairs is responsible for policy design in the areas of child protection, adolescence and living conditions, children and youth, family and cohabitation, faith and life expectancy and consumer policy. The Ministry of Finance is planning and implementing the economic policy in Norway, within the framework set by the government and the Storting. The Ministry is responsible for, among other things, the budget policy, tax and duty policies, stability in the financial markets and the Government Pension Fund. The aim of the area review of the institution child welfare service is to contribute to effective use of resources and limit spending growth, while safeguarding the child protection law and a service offer that safeguards the needs of children in child welfare and that is in accordance with professional standards and quality requirements. Concrete measures shall be proposed with the aim of utilising the resources efficiently and improved possibilities for cost control and predictable budgeting compared with today. There is particularly a need for more knowledge on how the state should facilitate a reliable offer that is flexible enough to meet major fluctuations in the number of children in need of space, and that at the same time provides the necessary predictability in costs. The start of the assignment is at the beginning of February 2024 and consists of two deliveries with the first delivery by 15 May 2024 and other deliveries by 1 December 2024. The value of the procurement is estimated to be approx. NOK 7 million excluding VAT, with a ceiling of NOK 8 million excluding VAT. See annex 1 of the contract for further details on the delivery.
