Architect and engineering design services - parallel framework agreements

Bjørnafjorden Kommune

Separate parallel framework agreements will be established for architect and engineering design services for building and construction (part I) and roads, water and sewage (part II). The framework agreements are intended to cover most of the contracting authority's need for the services in question. The contracting authority has the right, but is not obliged, to use the framework agreement. The contracting authority can, thus, hold separate contests for assignments when appropriate. Some assignments can also be carried out by the contracting authority.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
REQUIREMENT: Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
NB: Several companies can submit a tender together as a group without having established a joint company by the tender submission date. In such cases the individual group participants must be legally established companies.
DOCUMENTATION REQUIREMENT:
Norwegian companies: Company registration certificate
Foreign companies: Verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
NB: If several companies go together to submit a tender as a group, certificates must be enclosed for all the group participants.
Økonomisk og finansiell stilling:
REQUIREMENT: Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
DOCUMENTATION REQUIREMENT:
Credit assessment based on the most recent accounting figures. The rating must be carried out by a credit rating agency with a licence to provide such service.
The contracting authority can obtain further credit ratings or other financial information such as, but not limited to, the annual accounts including notes, the board's annual reports and the auditor's reports.
NB: If several companies go together to submit a tender as a group, they can either provide documentation that each member of the group has the financial capacity, or alternatively the group participants can use one of the group participant's financial capacity, in this case the tenderer must document a financial position secure enough to carry all the group participants' liability under the contract. The tender must then clearly state that documentation is only provided for one group participant and that the other participants are using this participant's financial capacity. A signed declaration from the tenderer that shall fulfil the requirement for the entire group must be enclosed with the tender, with a declaration that the other participating companies can invoke its financial strength.

The group members will always have joint and several liability for all the obligations in the contract.
If the tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

DOCUMENTATION REQUIREMENT:
Description of up to 5 of the tenderer’s most relevant assignments in the last 4 years. The description must include information on the contract value, date and recipient (name, telephone no. and e-mail address). It is, however, the tenderer´s responsibility to document relevance through the description. Tenderers can document experience be referring to the competence of the personnel that can be used for this project, even if the experience was acquired while the personnel was in the service of another employer.

NB: If several companies go together to submit a tender as a group, documentation must be submitted for all the group participants within the fields that the different participants shall serve.
REQUIREMENT:
Tenderers must have a good and well-functioning quality assurance system as well as routines and systems that ensure a low environmental impact when executing the delivery.
A short description must be submitted of the tenderer's routines and system for quality assurance, and how a low environmental impact is ensured when providing the services.
If a tenderer has valid ISO 9001:2015 / 14001:2015, this can be sufficient.

The contract will include a requirement concerning wages and work conditions, documentation and sanctions in accordance with the Wages and Working Conditions Regulation dated 8 February 2008 no. 112.
