The Norwegian Police Shared Services (PFT), henceforth referred as the contracting authority would like to enter into a framework agreement for the procurement of administrative vehicles (not police cars). The procurement includes standard vehicles of various types and sizes that shall mainly be used for administrative services and tasks (meetings, official journeys, etc.).
The agreement shall include the purchase new cars, used cars as well as leasing.
The complete description of the procurement and delivery is given in the contract documentation with annexes, as well as other information published through the tender management tool (KGV).
Further information on who the contract applies to, including who should be considered the Client in relation to the agreement, is in the terms of agreement.

Beskrivelse av fornyelser:
The contract period will be valid for 2 (two) years, with an option for 1 (one) year + 1 (one) year extension. The maximum agreement period is 4 (four) years.
Beskrivelse av opsjoner:
The Contracting Authority has an option for extending the agreement on the same terms for 1 (one) + 1 (one) year, so that the total possible agreement period is 4 (four) years.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
• Norwegian tenderers: Company registration certificate
• Foreign tenderers: Verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract.
Documentation requirement:
Credit rating based on the most recent accounting figures. The rating must be carried out by a credit rating agency with a licence to provide such service.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting other documents considered suitable by the contracting authority.

Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Teknisk og faglig kapasitet:
A. Tenderers must have experience from comparable assignments.
B. Tenderers must have a good and well-functioning quality assurance and management system for the provided services
C. Tenderers must have an established environmental management system.
Minste nivå(er) av standarder:
Documentation requirement:
A. Description of up to three of the tenderer’s most relevant/comparable assignments in the last three years. The list must include a statement of the assignment´s value, date and recipient (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another supplier.

B. Tenderers must submit documentation of the quality assurance system and management system. The following documentation will be accepted:
Certificate of the company's quality system/management system, issued by independent bodies that confirm that the tenderer fulfils quality assurance standards in accordance with ISO 9001 or equivalent,
or a description that, as a minimum, comprises the company's procedures/routines for: Management of nonconformity and complaints, and the process from receipt and registration of orders until delivery to the client has been made.
C. Tenderers must submit documentation of their environmental management system.
The following documentation will be accepted:
Valid attestation/certificates issued by independent bodies (e.g. ISO 14001, EMAS, Eco-Lighthouse or equivalent, or a description of the tenderer's own environmental management system. The description must as a minimum include an environmental policy and environmental goals.

CANCELLED COMPETITION: PFT regrets to announce that the competition is cancelled with immediate effect, cf. the Public Procurement Act of 12 August 2016 no. 974 (Public Procurement Regulations) § 25 4 (1). The cancellation is justified on the grounds that there are errors that cannot be corrected within the framework of the competition. Please note that the contracting authority will soon hold a new tender competition for the same procurement, cf. the Public Procurement Regulations § 25-4 (2).
