The Public Procurement Regulations §16-7. Documentation o Tenderers must document a quality assurance system that documents the tenderer's organisation and ability to carry out a good delivery. Quality management standards must be based on relevant European standards that are certified by accredited bodies. Attach a description of the quality assurance system or a certificate issued by an independent body. o Tenderers must document their environment profile by presenting certificates for ISO 14001, EMAS or Eco-Lighthouse. Equivalent certificates issued by bodies in other EEA states will also be accepted.

Kort beskrivelse:
There must be good access to the patient, with focus on the head end for emergency situations in order to secure respiratory passage. There must be good access to all of the patient, from both sides of the stretcher so that compressions can be carried out in the event of a cardiac arrest. It must be easy to move the patient from the operation table to the stretcher bed. There will be a need for different consultations for full body examinations, and good access to carry out different procedures, such as ECG, catheterisation, sample taking, etc. The stretcher will also be used as a transport stretcher, it must be comfortable to lie on as a patient can be lying on it for many hours. There must not be any risk of being crushed for both patients and employees.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Norwegian tenderers must have their affairs in order with regard to the payment of tax, payroll tax and value added tax (VAT).
o Tax and VAT certificate
The certificates shall be issued on a certified form from the tax collector/tax office (www.skatteetaten.no). The certificates must be no more than six months from the deadline for receipt of tenders. Any arrears must be explained / justified.
o Foreign tenderers must submit corresponding confirmation that government taxes and fees have been paid in the country where the tenderer has its registered place of business, in accordance with the respective country´s rules for such certificates.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Minste nivå(er) av standarder:
Credit rating based on the most recent accounting figures. The rating must be carried out by a credit rating agency with a licence to provide such service.
Tenderers who do not fulfil the requirement, for e.g. companies with a lower rating, newly started companies, individual foreign companies or companies without a reporting obligation to the Brønnøysund Register Centre
can compensate for this by presenting a satisfactory guarantee from a bank and/or guarantee from a parent company, providing equivalent security for the implementation ability. If a parent company guarantee is given, enclose documentation that the parent company fulfils the qualification requirement.

Tenderers must have the necessary technical and professional qualifications to fulfil the contractual obligations. The Public Procurement Regulations §16-5
Minste nivå(er) av standarder:
o Tenderers must document the organisation's technical and professional qualifications. Attach a description of the tenderer's organisation, both the sales and service organisation, including an organisation chart.
o Description of the tenderer´s up to 3 most relevant contracts in the course of the last 3 years. The description must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another supplier.
