Objective and scope of the procurement
The contest is for a framework agreement for the provision of waste collection services for Sarpsborg Municipality. The service includes the collection, transport, and processing of residual waste, food waste, paper/cardboard, plastic packaging, glass and metal packaging from households and holiday cabins in Sarpsborg Municipality. In addition municipal business waste is to be collected.

The service also includes processing waste from the collected fractions.
The stated volumes are an estimate and are not binding for the contracting authority. The scope will depend on the contracting authority´s budget situation, activities, and other framework factors. The contracting authority is not bound to the volume in the contract period.

Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed.
Contract period. The contract is expected to be signed on approx. 01.10.2023 with start-up on 01.10.2024.
Contract provisions. The contractual relationship will be regulated by NS9430:2022 with the additions stated in the tender documentation, part 3, as well as Sarpsborg Municipality's seriousness provisions in accordance with part 4 of the tender documentation.

The contracting authority expects tenderers to familiarise themselves with the contract provisions and make the necessary clarifications, both internally and externally. The expectation is that all tenderers collect offers and enter into Letters of Intent with a reception/treatment facility before the tender deadline, so that a contract is ready to be signed if the tenderer is awarded this contract.

Justification for cancellation The contracting authority has extended the deadline for tenders to 3 April at the request of tenderers due to the Easter holiday. Furthermore, an information notice about the extended deadline for tenders has been sent out via TendSign. However, we have noticed that changes to the deadline for tenders are not captured in TendSign, which is probably due to technical problems. Unfortunately, it is not possible to extend the deadline for tenders at this stage, as there is only 1 day before the deadline. Therefore, the information notice that was sent and the offer date set in TendSign do not correspond.
