The Norwegian Labour and Welfare Administration c/o NAV Finance and Management Division, the Procurement Division invites tenderers to an open tender contest for the procurement of aids for controlling surroundings with accompanying services. It is the NAV technical aids centres that, through NAV Central Supply Unit, can make call-offs under the contract. It must be possible to deliver the products and services to all of the country's counties.
The content of the procurement is further specified in the tender documentation. An estimate has been given for the total value for the procurement. The maximum total value can be up to 40% higher than the estimated total value of the entire procurement.

The aim of the procurement is to establish an assortment of aids for controlling surroundings, with a breadth that covers the majority of the needs of the relevant users. The procurement includes products, accessories, and spare parts for the following four main areas: Automation for doors, windows, and curtains, locking equipment, gate telephones, and remote control systems.

The procurement includes engineering design services, assembly, repairs, and disassembly of products from all four main areas.
It is a prerequisite that each tenderer can offer a product assortment that fulfils the minimum requirements for all four main areas, and, in addition, provide engineering design services, assembly, disassembly, and repairs for all of the offered products. It is a prerequisite that tenderers can deliver products, accessories, spare parts, and services for all of the country's counties.

Parallel framework agreements will be signed with 2 total suppliers provided that there are a sufficient number of suitable tenderers and tenders offers. The distribution key is the percentage of distribution of the sale of goods: Approx. 60/40% in a framework agreement with 2 tenderers.

Requirement: Norwegian tenderers must have their tax and VAT payments in order. Documentation requirement: Norwegian tenderers: Tax and VAT certificate from the tax authorities, not older than 6 months from the tender deadline expiry date. The contracting authority obtains the documentation from the Norwegian Tax Administration through the eBevis service.

Qualification Requirements: Tenderers are required to be a legally established company. Documentation requirement: Norwegian tenderers: Company registration certificate from the Brønnøysund Register Centre. The contracting authority will obtain a company registration certificate through the eBevis service. Foreign Tenderers: Certificate for registration in the Register of Business Enterprises as prescribed in the legislation of the country in which the tenderer is established.

Qualification requirement: The tenderer is required to have sufficient economic capacity to fulfil the contract. Sufficient means that the tenderer must have achieved a minimum credit rating of
