The Agency's goal is to make Oslo a safe, beautiful, environmentally friendly and active city. The procurement is being made in order to ensure proper operation and efficient error and deviation correction in the municipality's lighting installations. The procurement will ensure that the lighting installations are properly maintained and safe, and that they meet inhabitants' expectations that outdoor lighting always works.

The procurement is being made in order to ensure proper operation and efficient error and deviation correction in the municipality's lighting installations. The procurement will ensure that the lighting installations are properly maintained and safe, and that they meet inhabitants' expectations that outdoor lighting always works.

The contract work consists of operational services for outdoor lighting for roads, parks, lit ski tracks, and sports facilities managed by the Agency for Urban Environment. Furthermore, the contract work will cover the operation of municipal electrical installations. Improvements after injunctions from inspection cases in electrical installations are also included in the contract work. If required, the chosen tenderer must be able to deliver foundations, cables, earth cables, posts and masts, as well as electrical cupboards that will be part of the procurement.

The contracting authority's other contracts will be used if outdoor fixtures and control systems are required when carrying out the contract work.
The lighting installations in Oslo mainly consist of approx. 62,500 lighting points, 950 ignition cupboards, event cupboards, and distribution, 5,500 connection cupboards, 810 km aerial cable network, and 1,180 km cable network.
Oslo Municipality has approx. 110 km lit ski tracks and several lit ski and ski-play areas, as well as approx. 110 sports facilities, and 50 event cupboards for supply to different events.
In addition, the contract work includes error and deviation correction of lights and Real Time Information Sign (SIS) in some stops for buses and trams.

The contracting authority has an option to extend the contract for up to 2 + +2 years, on unchanged terms.

Requirement: Tenderers must be a legally established company.
Documentation requirement: Company Registration Certificate or a printout of the Registration. Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Requirement: Tenderers must be authorised for electrical installation services, certified by the Norwegian Directorate for Civil Protection (DSB).
Documentation requirement: The contracting authority will itself verify this on the DSB's homepage (authorised electrical company register as a company, the contractor).

1) Experience: An overview of relevant work that the tenderer has carried out in the last five years, together with certificates for satisfactory execution of the most important work, as well as information on the contract value, dates for delivery or execution and the name of the recipient.

2) Capacity and competence: An overview of employees with information on education and professional qualifications, as well as a copy of documentation of certified LFS.
3) An account of the tenderer's environmental control/environmental management system. If a tenderer is certified, a copy of a certificate issued by the certification body shall be submitted. Reference is made here to EMAS, the joint scheme for environmental management and environmental audits.

4) A description of the routines and methods for execution, inspection and documentation of work out in the field, including the routines for inspections and quality plan.
A description and submission of actual parts of the tenderer´s quality system, with a statement of when it was last updated. If a tenderer is certified, a copy of a certificate issued by the certification body shall be submitted.
Minste nivå(er) av standarder:
1) Experience: Tenderers must have experience with operating installations with minimum 10,000 light points or more in busy roads and streets in city regions.
2) Capacity and competence: Tenderers must have minimum 5 persons (own employees) who are a certified manager for safety (LFS) and who have access to Elvia's installations.
3) An environmental control/management system.
4) A quality assurance system.

Vilkår for kontraktoppfyllelse:
The contractual relationship will be regulated by Oslo Municipality's standard contract terms for the procurement of trade services, with the accompanying contract formula, see annexes of the contest documentation.
In particular see Oslo Municipality's seriousness provisions, point 5 in the standard contract terms, and the environment provisions in point 18 in the contract formula.
