The objective of the framework agreement is to cover the contracting authority’s need for mountain canvases. Supplies are to be secured for two types of canvases:

- Mountain canvases with lining

- Mountain canvases without lining

A mountain canvas is a multi-functional canvas that is used in all parts of the Norwegian Armed Forces, with camouflage that is suitable for Norwegian mountain conditions. The mountain canvas is the soldier's primary survival equipment and it shall protect the soldier from the elements when tents are unavailable. It can also be used in a combination with a tent. The mountain canvas can be opened and closed by zips or other fastenings so that it can be either be used as a wind sack/emergency bivouac or as a canvas/baldachin.

Mountain canvases can also be used as a reinforcement for clothing and equipment, such as ponchos, as protective covers for protection from precipitation and to camouflage equipment, or as a tarpaulin under the groundsheet to act as a barrier against damp from the ground, or for transporting wounded persons.

The procurement will also cover spare parts/accessories and assistance with the development and further development of the products under the framework agreement.

Beskrivelse av fornyelser:

Unless otherwise stated in Annex F (Administrative Provisions), the framework agreement will be valid for 2.5 years from when the contract is signed. The Contracting Authority reserves the right to extend the framework agreement twice for one year (1+1). The framework agreement's maximum duration is 4.5 years.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

K1: Tenderers must be registered in a register of business enterprises or a trade index in the country where the tenderer is established.

Documentation requirement: Norwegian tenderers must present their Company registration certificate. Foreign tenderers must provide confirmation that the tenderer is registered in a company register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

K2: Tenderers must have the necessary economic and financial capacity to fulfil the contract. A credit rating of 'credit worthy' or equivalent will be sufficient to fulfil the requirement.

Minste nivå(er) av standarder:

K2: Documentation requirement: Credit rating from a certified credit rating agency, based on the last accounting data The rating must not be older than 3 months.

Teknisk og faglig kapasitet:

K3: Tenderers must have good experience from similar deliveries.

Similar deliveries means deliveries of similar articles, or articles with similar qualities, used for similar purposes. Similar purposes means articles used for hiking equipment, survival, battle endurance, or similar.

K4: Tenderers must have established a quality assurance system for ethical trade. The system must ensure that the tenderer is suited to fulfil the contract obligations for ethical trade, see Annex G Ethical Requirements. The quality assurance system must, as a minimum, contain: 1. Traceability in the supply chain: A description of important supply chains for this procurement, and 2. Anchorage and implementation of ethical requirements in the supply chain; ethical guidelines/Code of Conduct, and a declaration that these apply in the supply chains connected to the products delivered under this framework agreement.

Qualification requirement for ESPD point D: System for quality assurance and environment standard:

K5: Tenderers must have an established, maintained, and implemented management system for quality that is in accordance with ISO 9001:2015, or equivalent recognised international standard, with a scope for the system that is relevant for scope of this contract. NOTE: Tenderers cannot rely on other companies to fulfil K5.

K6: Tenderers must have a documented and valid environment management system with routines and structure that demonstrate how the tenderer ensures that relevant environmental considerations are taken in relation to the services that will be delivered. The system must be linked to the executive unit(s), and must as a minimum include:

1. an environment policy

2. an overview of any environmental impact (the environmental aspects) by the tenderer

3. proof that the organisation sets environmental requirements for subcontractors

4. a description of the organisation of the environment work and the distribution of responsibility

5. a description of the company's preparedness for dealing with stand-by situations with a risk of undesirable environmental impacts, and

6. a description of the resources required for the establishment, implementation, maintenance, and continuous improvement of the environment management system.

NOTE: Tenderers cannot rely on other companies to fulfil K6.

Minste nivå(er) av standarder:

K3: Documentation requirement: Tenderers must fill in Annex 7 Qualification Requirement Reference Form with the tenderer's up to 3 most relevant assignments in the last 3 years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration. The overview must include a report of the assignment value, delivery dates, the recipient's name, and a brief description of the delivery. It is the tenderer's responsibility to document relevance through the description.

K4: In order to document fulfilment of the requirement, tenderers must submit a completed Part 1 Annex 4B - Qualification Requirements Ethical Trade. Note that, in addition, documentation must be submitted as requested in the annex: 1. A description of the supply chain for the products, and 2. Ethical guidelines/Code of Conduct.

Qualification requirement for ESPD point D: System for quality assurance and environment standard:

K5: If a tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of a valid certificate with a relevant scope from an accredited certification body to fulfil the requirement. If a tenderer cannot document their management system for quality with a certificate, the tenderer must fill in and submit the Compliance Matrix ISO 9001:2015, or give a description of their management system for quality that shows compliance. See part 1 Annex 8 Compliance Matrix ISO 9001.

K6: A description of the environmental measures that are implemented in the company which show that the system includes the mentioned points.

If a tenderer is certified in accordance with ISO 14001, Eco-lighthouse, EMAS or equivalent standards, it is sufficient to present a copy of a valid certificate.
