Stavanger Municipality invites tenderers to a tender contest for a framework agreement for passenger transport services in relation to the municipal scheme called 'Arbeidsreiser med TT-kort' (Work journeys for disabled persons.
The municipality's transportation scheme for work journeys includes persons (users) with reduced orientation ability or other reduced disabilities, who are unable to use buses or other scheduled means of transport to and from work.
Work journeys shall only apply for journeys between home and work place.
The transport will only take place on weekdays from Monday to Friday.

Kort beskrivelse:
The users must pay a fee per trip. The size of the fee will be determined by the municipal council each year per 1 January. For 2022, the fee is set at NOK 28 per trip. Users pay the fee directly to the tenderer. The tenderer must therefore have a system whereby users receive a monthly invoice for all their trips.

For other transport expenses (those in addition to the set rate of NOK 28), the tenderer must send one - 1 - invoice per user per month to one of the 4 health and welfare offices (HVK) in the municipality where the user lives.
Per 31 December 2021, 53 users were allowed transport services to and from work. See the overview of the transport requirements in annex 1.
The assignment includes taxis (and equivalent means of transport) with drivers that carry out the transport assignments in accordance with the contracting authority's need, as stated in the tender documentation and contract document.

3). Documentation requirement: Tenderers must, as a minimum, achieve a credit rating in risk class 5 (i.e., credit worthy) or higher on Experian's scale. The contracting authority will obtain a credit rating on the tenderer's company from Experian. See the tender documentation for detailed information.

Teknisk og faglig kapasitet:
Technical and professional qualifications: 4) Requirement: Experience from at least 2 equivalent assignments with this type of service in the scope that is relevant for the assignment the tender is submitting a tender for. Several smaller, relevant contracts within the same time frame can overall give the supplier an equivalent qualification. Documentation of excellent implementation ability is required. Tenderers must be covered by the necessary licence in line with regulations on domestic occupational transport by motor vehicle and vessels (the occupational transport regulations) in order to carry out this assignment. To document this, tenderers must upon request: 1) Attach a list of the most important deliveries or executed services in the last three years. The list must include the following information; -A short description of the assignment -The size or value of the contracts -Date (contract period) -Name of the customers and a short description of them -Telephone number, e-mail address and name of contact persons at the customers. Relevant customers from the list may be contacted. 2) Provide information on the number of licenses/permits connected to the tenderer, and confirm that the vehicles that will be driven for the tenderer will at all times have the necessary licenses/permits. 5). Requirement: Tenderers must have the necessary capacity and expertise to meet the needs associated with provision of the services. Documentation: Tenderers must, upon request, attach the company's organisation plan and the company's total staff, as well as overview of staff (drivers) that will carry out assignments under this framework agreement. In addition, tenderers must, upon request, document that they have the required number of vehicles available at the start of the contract by attaching a list of the vehicle fleet, type of vehicle, seat capacity, and the number of special vehicles suitable for wheelchair users.

6). Requirement: Tenderers must have an environmental management system which guarantees that the tenderer is able to comply with environmental requirements given in the tender documents and the contractual obligations. Documentation: Tenderers must, upon request, present a brief statement, maximum one (1) A4 page. The statement must describe the tenderer's declared environmental goals, status on the environmental work in their company, and planned measures with relevance to this contract. As an alternative this requirement can be substantiated by filling in the documentation requirement stated in field D and "Attester utstedt av uavhengige organer for miljøledelsesstandarder". 7). Is the tenderer in a position to submit certificates issued by independent bodies as documentation that the tenderer meets the specified environmental management systems or standards? See the requirement in field C 'environmental management measures'. Certificates for relevant environmental certification such as ISO 14001 or EMAS, the Eco-Lighthouse scheme, or other documentation must be presented upon request. Alternatively, the environmental management measures requirement can be fulfilled through the documentation requirement given in field C 'environmental management measures'.
