Asker municipality, hereinafter referred to as the Contracting Authority, invites tenderers to an open tender contest in connection with the contract for Winter operations of municipal roads and places. The contract period is from 15.10.2022 to 15.04.2027 with an option for 1 + 1 year extension. See annex 1 requirements specification and annex 3 price sheet with list of lots. Requirement:
Tenderers must have their tax, payroll tax and VAT payments in order in accordance with the legal provisions.
Documentation requirement:
For Norwegian tenderers:
After a tender has been submitted, the tenderer must consent to Tendsign obtaining and the contracting authority receiving information on the above via Tendsign. After a tenderer has submitted a tender in Tendsign, the tenderer will receive a request from Altinn on consent to share tax information. The consent is valid on an organisation level and is valid for 3 (three) months.

If a tenderer does not give consent, the tenderer must attach a tax and VAT certificate. The certificate must not be older than 6 (six) months from the tender deadline. Any arrears or other irregularities must be justified. (Tenderers can obtain the electronic tax and VAT certificate themselves and immediately receive it by email.)

Foreign tenderers: Tenderers who are not established in Norway can present equivalent documentation issued by the authorities in the country where the tenderer is established. The certificate shall preferably be translated into Norwegian, but it will also be accepted in Swedish, Danish and English.

The financial capacity to carry out the agreement is required. A minimum requirement is that the tenderer is credit-worthy with a score of A in accordance with Bisnode AS using the service CreditPro, or that the tenderer has the financial capacity to implement the agreement, based on the contracting authority’s assessment in accordance with the attached documentation from tenderers.

Newly established companies must have the financial capacity to fulfil the contract.
The contracting authority will carry out an assessment of the tenderer´s finances through the company and accounting information system Bisnode AS (www.soliditet.no/creditcontrol) with the service CreditPro.
The contracting authority is not accepting credit ratings from other company and accounting information systems than Bisnode AS with the service CreditPro so that the Tenderers can be assessed on equal terms.
Tenderers can attach other necessary information with their tender if the tenderer is of the opinion that Bisnode/CreditPro will not provide an accurate picture of the financial situation.
Newly established companies: Newly established companies who have not worked up a basis for a credit assessment must enclose a declaration from a bank or similar financial institution on the company´s financial and economic standing.
This also applies to foreign tenderers.

Quality assurance system and an environmental management system
Requirement:
1. Tenderers must have a satisfactory quality system that covers the activities included in the assignment. The term quality system includes, amongst other things, that the tenderer is conscious of, for example, quality goals, planning, security, deviation management, and quality improvements.

2. Tenderers are required to have a well-functioning environmental management system, or be certified for environmental management.
Documentation requirement:
1. Description of the tenderer's quality system. Alternatively a copy of a quality system certificate in accordance with ISO 9000-9004.
2. A description of the tenderer's environmental management system. Alternatively a copy of an attestation or certificate confirming the tenderer's environmental management system, for example EMAS, ISO 14001 or Eco-Lighthouse. Other certificate issued by bodies in other EEA bodies can be presented, provided that the tenderer can document that these are equivalent to EMAS, ISO 14001 or Eco-Lighthouse. The contracting authority will accept other documentation for equivalent environmental management measures if the tenderer is not able to get such certificates by the deadline, and this is not due to the tenderer himself. This requires that the tenderer documents that these measures are equivalent to the requested quality assurance standards or environmental management systems or standards.

Requirement concerning technical and professional qualifications
1. Tenderers must have relevant experience from similar contracts.
2. Tenderers must have sufficient financial capacity to fulfil the contract.
1. An overview of all relevant assignments in the last five years, including information on the value, date, and the name of the public or private recipient with contact information for any reference collection.
2. An account of the vehicles, treatment facilities, technical equipment and personnel that the tenderer can use.
