Eidskog Municipality will have an increasing need for help for health and welfare services in the coming years. The municipality is a part of the national welfare technology programme and has started with integrating welfare technology system and increasing the efficiency in the service.

The challenges for the service are that the municipality's current notification system lacks mobility and efficiency, lacking systems for good access control as well as more and more systems lacking the ability to communicate with each other.
The municipality is committed to developing long-term and innovative service systems in collaboration with the provider. The purpose of the invitation to tender is to enter into a contract with a service provider that can contribute to a uniform system that can be used regardless of type of housing, and must thus cover both nursing homes, sheltered accommodation flats and private homes.

The aim of the procurement is to obtain a joint platform that supports service deliveries for the Helsetun (nursing home), Skotterudtunet and Koppangtunet (24 hrs staffed sheltered accommodation flats), sheltered accommodation flats and private homes. The digitalization must provide an equal quality service with a focus on security-creating technology for all employees and users, regardless of place of residence.
