Terms of Services Required
GRID-Arendal is seeking to sign a framework agreement with multiple suppliers for Web Development services in three areas as outlined below.
1) Content management systems (primarily Wordpress)
a. In depth knowledge of the WordPress platform (plugin and API development), including responsive and adaptive design (desktop, mobile, tablet) in accordance with accessibility regulations
b. Full control of PHP back-end development
c. UX/UI/Visual Design and development in coordination with Project Managers
d. JavaScript/jQuery
e. User journey mapping, Conversion Rate Optimization (CRO), Search Engine Optimisation (SEO)
f. Support and maintenance to existing systems
2) Interactive dashboard development
a. UX/UI Visual Design through user consultations, wireframe and mock-ups, brand identity implementation
b. Responsive and adaptive design (desktop, mobile, tablet) in accordance with accessibility regulations
c. MySQL database implementation
d. Interactive data visualisation and customisation, API development and integration
3) Digital document management and archiving (primarily Office 365)
a. Support and maintenance to existing systems in a variety of development languages
b. Tailoring Sharepoint (or similar solutions) to match organisational needs
c. Deploying document management and archiving solutions
The desired applicants will support both back-end and front-end development, defined in Terms of References based on project expectations and deliveries.
Applicants should include a portfolio that addresses one or more of the above areas, showing experience with latest industry trends.
Applications should also describe the development process for one or more of the above areas, highlighting project communication methods, mode of delivery and preferred handover and documentation styles.
Evaluation Criteria
Applicants will be judged on the following:
• Competence in working with web development, particularly in support of environmental issues and/or in communication of scientific information, and with a focus in one or more of these three areas:
o Considerable knowledge and extensive experience within…
… content management systems (Wordpress is desirable)
… interactive dashboard development
… digital document management and archiving
• Approach to development process, including clear project communication methods and professional handover/delivery approach
• Portfolio giving a range of examples of previous project results, addressing one or more of the three areas described under Competence in this Terms of Reference
• Green certification according to national or industry standards (for example, Miljøfyrtorn, ISO certification)
• Price given in daily or standard rates
Applicants will be ranked according to the three competence areas. The ranking will be decided primarily according to the scoring under competence, approach and portfolio criteria.
