The municipality's WAN is currently a MPLS based IP-VPN, and procured as a service from a service provider. The contract for the provision of the current WAN services is about to expire. In addition a new WAN system is needed that is also run by new ICT related needs in the municipality. The aim of the procurement is to replace the current WAN system and accompanying delivery contract with a new system that covers the municipality's current and future needs.

Requirement:
Tenderers must be a legally established company.
Documentation requirement:
Norwegian companies: Company registration certificate
Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law in the country where the company is established.
Tenderers must be a registered company as a provider of a public communication network and services.
Norwegian companies: The contracting authority will check tenderers itself in the Norwegian Communications Authority (Nkom).
Foreign companies: Verification that the company has equivalent registration to that stated in the requirement.
Økonomisk og finansiell stilling:
Requirement:
Tenderers must be credit worthy and have sufficient economic and financial capacity to fulfil the contract.
Documentation requirement:
The company's last Annual Financial Statements including notes, the Board's Annual Report and Audit Report, as well as recent information of relevance to the company's fiscal numbers.
The contracting authority will obtain credit ratings to evaluate the economic and financial capacity of the tenderer.
Teknisk og faglig kapasitet:
Requirement:
Tenderers must have good experience from equivalent assignments as regards content and scope.
Documentation requirement:
An overview with a description of the most relevant (minimum 3) service deliveries that the tenderer has carried out in the last 3 years. The following must be provided for each of the reference projects:
Customer name
A description of the delivery, including what services were provided, where the service was provided/is provided (geography), the scope of the delivery (number of accesses/locations, number of users, etc.).
The value of the delivery (in NOK excluding VAT).
Period for the delivery.
Any sub-suppliers that were used, their responsibilities, deliveries, and the value of them.
Tenderers must have access to the required technical infrastructure in order to serve a customer such as Oslo Municipality.
A description of the technical infrastructure that the tenderer has access to. Information on who owns, operates, and manages this infrastructure, if this is not the tenderer himself.
Tenderers must have good implementation ability and suitable staffing to execute the assignment.
A general description of the tenderer's organisation and staffing within the parts of the organisation that are relevant for the provision of the services requested in this contract, including the parts of the organisation that are responsible for:
The execution of customer projects/project deliveries for the relevant services,
operation and management of the production infrastructure for the relevant services,
security related functions, including monitoring, for this production infrastructure.
Typical competence profiles for employees are to be described for these parts of the organisation. CVs are not be delivered as part of this description.
In addition not the above-mentioned, tenderers must provide an overview of manufacturer certificates that the tenderer has for relevant products included in the production of the requested services. Both certificates for entity level and individual level must be described. At individual level, information must be provided on how many employees are certified for each of the certifications/each certification level.
