The contest is cancelled and a new notice will be published due to a wrong formula for one of the award criterium, which meant that the points calculation would be wrong, or actually the reserve of what was wanted. It could have hypothetically been clarified with the tenderers, but could have potentially been objected to by a losing tenderer during the award process.
