The business-orientated policy apparatus consists of institutions and schemes that, through capital, research, infrastructure, and competence measures, directly and indirectly stimulate increased value creation in business life.
Surveys, including the area review of the business-orientated policy apparatus, have shown that users experience the policy apparatus as complex and that there is a need for simplification and making it available.
The aim of this assignment is to get an insight into the business-orientated policy apparatus with a company-orientated approach, with the aim of getting in place a more user friendly and efficient uniform, and available business-orientated policy apparatus. The assignment is to give an insight into how the business-oriented policy apparatus is experienced by central user groups and it will be part of the ministry's basis for assessing improvements.
The assignment is split into a main project with the possibility for an expansion in an option.

Kort beskrivelse:

In order to achieve the goals in business policy, the business-orientated policy apparatus must be efficient at changing and adapting to future business life. Furthermore, it is an ambition that it will be a way in to the business-orientated policy apparatus for companies and business life.

There is a need for more knowledge on how business life concrete meets the policy apparatus and what interventions can be made to improve this. Looking at different user journeys could identify the actual 'areas of pain' in these meetings and provide proposals for concrete changes. The goal is a more user friendly policy apparatus that is more available and easier to use. The intention is not to look at the effect of individual policies, or find out if there are 'holes' between the policies that are offered, but rather to look at whether there are obstacles, processes, or sides of the organisation that mean that the total offer to companies is experienced as complex and difficult to use in practice.

Beskrivelse av opsjoner:

The assignment includes an option to examine and concretise possible measures that arise in the main project, such as prototyping or user testing. Whether or not the option will be taken up will be clarified with the contracting authority after the first phase has been completed, and the contracting authority reserves the right to adjust the desired organisation of the option after the main project has been completed.

Egnethet til å utøve yrkesvirksomheten:

Requirements: Tenderers must be a legally established company.

Documentation:

Norwegian companies: Company registration certificate or a printout from the Unit Register for sole proprietorships not required to register.

Foreign tenderers: Verification that the tenderer is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. The verification can be submitted in writing or by referring to BRIS.

Økonomisk og finansiell stilling:

Requirement: Paid taxes and duties.

Documentation:

A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Requirement: Tenderers must be able to show adequate economic and financial capacity for the delivery.

A credit rating with key figures from a recognised credit assessment company, or other form of documentation to verify that the requirement has been met.

Requirement: Tenderers must have sufficient ability and experience to carry out the delivery.

Documentation:

A description of the tenderer´s three most relevant assignments in the last three years, together with information about the contracts values, dates of deliveries or executions and names of recipients. Relevant assignments means assignments where service design has been the applied method. Tenderers are responsible for ensuring that the description is of such a nature that it verifies compliance with the requirement.
