Norwegian Police Shared Services (Norwegian abbreviation PFT), hereafter called the contracting authority, would like, on behalf of the Norwegian Police, the customs, the Correctional Police, Governor of Svalbard, The Norwegian Directorate for Civil Protection (DSB) and The Norwegian Public Roads Administration (SVV), enter into a contract for the procurement of uniform and occupational footwear for professional and tactical use that service persons need in different operative services.

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation requirement:

• Norwegian tenderers: Company registration certificate

• Foreign tenderers: Verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Documentation requirement:

- A credit rating based on the most recent financial figures. The rating must be carried out by a credit rating agency with a licence to provide such service.

If deemed necessary, the contracting authority will obtain a credit assessment, from a credit information agency with a license to provide such services. This will be a supplement to the documentation given in the tender.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting other documents considered suitable by the contracting authority.

Minste nivå(er) av standarder:

Tenderers must have an economic and financial standing that makes it able to fulfil its contractual obligations throughout the entire contractual period. Capacity that implies that the tenderer has good solidity and good credit worthiness will be sufficient to fulfil the requirement.

Teknisk og faglig kapasitet:

A: Tenderers must have experience from comparable assignments.

B: Tenderers must have a good and well-functioning quality assurance and management system for the services that will be provided.

C: Tenderers must have an environmental management system.

D: Tenderers must have routines for the registration and documentation of their sub-suppliers.

Minste nivå(er) av standarder:

A: Tenderers must present a description of the tenderer's up to 3 most relevant assignments in the course of the last 5 years.

The following documentation will be accepted:

Fill in 'Attachment B - References'. The description must include a statement of the recipient, date, the assignment's complexity (including logistics, value, and volume. It is the tenderer's responsibility to confirm relevance through the description. If experience from comparable assignments cannot be documented, an account must be given of how the assignment will be carried out in terms of organisation, staffing, and resources that the tenderer has available to fulfil the contract.

B: Tenderers must submit documentation on their quality assurance and management system.

Certificate of the company's quality system/management system, issued by independent bodies that confirm that the tenderer fulfils quality assurance standards, in accordance with ISO 9001 or equivalent.

A description that, as a minimum, covers the company´s procedures/routines for:

- Dealing with deviations and claims

- The process from the receipt and registration of orders until delivery has taken place at the customer.

C: Tenderers must submit documentation of their environment management system.

• Valid attestation/certificates issued by independent bodies (e.g. ISO 14001, EMAS, Eco-Lighthouse or equivalent systems), or

• A description of the tenderer´s own environmental management system. The description must, as a minimum, include the organisation's environmental policy and environmental goals.

D: Tenderers must have routines for the registration and documentation of their sub-suppliers.

If a tenderer uses sub-suppliers to fulfil this contract, the tenderer must have a method for traceability that always gives the contracting authority an overview of which sub-supplier is participating in the production of the product and what country the sub-supplier is in.

• A description of the supply chain in accordance with 'Appendix 6 - Supply chain'.
