The contract includes engineering design, construction of a street, laying of water and sewage system for the Agency for Water and Wastewater Services (Norwegian: VAV) and district heating for Fortum. The project is a collaborative project between BYM, VAV and Fortum. The contract requires coordination of deliveries and work.

The contractor shall build a city street in accordance with the current Street Standard for Oslo. The street shall be 320 m long, with a total width 21 m, which includes a 4 m wide pavement, 3.5 m wide two-lane cycle path, cycle parking, a furnishing area for trees and surface water management of 3.5 m, and a 7 m carriage way. The rain garden (a part of the furnishing zone) shall be approx. 180 m long. Thresholds in the rain bed must be expected due to slope. A two-sided high standard bus stop is to be constructed with Kasselstein and reinforced asphalt work over a stretch of approx. 50 m in the carriage way between the stops. The establishment of the pavement on the south side of the street is not part of the contract.

The contract also includes laying water and wastewater pipelines for VAV and a route for a district heating pipeline for Fortum varme. The turnkey contractor shall administer the construction site and progress control of Fortum's (sub) contractor.
The procurement includes excavation, laying pipes, and establishing foundations for electric pylons. Delivery of foundations, pylons, fixtures and electrical work is not covered by the contract. This will be executed via BYM's own agreements. The turnkey contractor shall administer the construction site and progress control of BYM's (sub) contractors.

The contract includes the demolition of a former nursery. The demolition is necessary to be able to build the road. The terrain must be sunk in the east and blasting or spiking will be required for this work.
The project involves interface coordination and a close dialogue with developers, existing businesses in the area, including safeguarding goods deliveries, and other municipal departments and authorities.
The contract also includes establishment management for three years.

Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Requirement: Tenderers must have the financial capacity to carry out the assignment/contract.
Documentation requirement: Credit evaluation/rating, not older than 1 year, and which is based on the last known fiscal figures. The contracting authority retains the right to obtain a credit rating from 'Bisnode' and use it as a basis in the evaluation.

Teknisk og faglig kapasitet:
Requirement: Experience: The tenderer must have experience from assignments of a similar nature, size, scope and degree of difficulty, such as work on roads in urban areas and corresponding water and sewage projects. The experience does not necessarily have to be from the same reference project.

Documentation requirement: Description of the tenderer's 3 most relevant assignments during the last 5 years. The following information must be given for each of the reference projects:
• A short description of the project's content and its transferable value for this assignment, as well as the tenderer's responsibility in the project.
• The value of the contract.
• The date the assignment was executed
• Name of the contracting authority
• Contact person at the contracting authority with contact data (telephone number and email address)
The description must be approx. 750 characters for each of the three assignments. Any sketches and illustrations can be attached to the references if desired.
Requirement: Sufficient capacity: The tenderer must have sufficient capacity to fulfil the contract.
Documentation requirement:
• A statement of how the tenderer shall ensure sufficient capacity for the execution of the contract.
• A description of the proportion of the contract that the tenderer is considering subcontracting.
Requirement: Quality assurance system: The tenderer must have a satisfactory quality assurance system that is appropriate for the contract work.
Documentation requirement: Statement regarding the tenderer's quality assurance system/ management system.
If a tenderer is certified, it is sufficient to attach a copy of certificates issued by independent bodies confirming that the tenderer fulfils specific quality assurance standards, for example ISO 9001:2008 or equivalent.
Requirement: Environmental management measures must have been established, which ensure that the tenderer is suitable to comply with the contract's environmental regulations. This means that the tenderer must have established methods for working actively and systematically with reducing negative environmental impact from the tenderer activities related to the implementation of this contract.

Documentation requirement: A description of the tenderer's environmental management measures, including a description of the environmental policy, climate and environmental goals, conformity assessment and measures and routines for continual improvement measures. If the tenderer has certificates from independent bodies documenting the environmental management system relevant to the contract work, these can be submitted as documentation. The contracting authority refers in this connection to the EMAS (Eco-Management and Audit Scheme) , or other acknowledged environmental management systems stated in the decree (EF) no. 1221/2009 article 45, such as the Environmental Lighthouse Scheme or equivalent, and other environmental management standards that are based on relevant international standards from accredited bodies, e.g., ISO 14001 or equivalent.
