Tenders are wanted for handling collected residual waste from households as well as burnable residual waste from our recycling stations. Collected waste from the Moss region will be reloaded at Solgård Waste Facility for further treatment. The contract includes i.a. transport and treatment of the waste. The contract is organised in such a way that it is the tenderer's responsibility to collect the waste from the contracting authority in accordance with information given in the contract. Thereafter, the waste is in principle the tenderer's property, and further treatment of the waste is the tenderer's responsibility. Few requirements are made for further treatment of the waste, except from the fact that it must treated in a proper environmental manner, in accordance with all official legal requirements. The contracting authority's non-binding estimate of the scope is 22,000 tonnes of waste per annum.

The contracting authority draws particular attention to section 5.3 of the tender documentation regarding cancellation of the tender contest. There is an existing agreement with an option for extension. The contracting authority has not decided whether this agreement will be extended.

Tenderers are required to have a legally established company.
• Norwegian companies: Company registration certificate
• Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have the financial capacity to carry out the assignment/contract.
• Credit rating/score, not older than 6 months from the receipt of tenders, based on the last known accounting figures. The rating must be carried out by a credit rating company with licence to carry out credit rating services.
Teknisk og faglig kapasitet:
Tenderers must have experience from this type of assignment.
A description of the tenderer's most relevant contracts in the last three years.
The description must include a statement of the assignment´s value, date and recipient (name, telephone number and e-mail address).
References may be contacted if it is necessary to affirm the relevance of the previous assignment. However, it is the tenderer´s responsibility to provide a description substantiating relevance.
The treatment plant must have a permit to treat the waste fractions and quantities that they offer to treat.
The treatment plant´s licence/concession.
Tenderers must have sufficient implementation ability to fulfil the contract.
Tenderers must give a description of:
• the personnel (number and positions), and
• the vehicles (number and type),
that the tenderer has at its disposal for executing the contract.
The tenerer must have a well-functioning and well-developed environmental management system, based on the EU scheme for environmental management and environmental audits (EMAS), or ISO 14001, or equivalent.
Certificate as documentation that the tenderer fulfils the requirements in the EU scheme for environmental management and environmental audit (EMAS) or other reputable environmental management systems in the decree (EF) no. 1221/2009 article 45 or other environmental management standards based on relevant European or international standards from accredited bodies, e.g. ISO, or equivalent certificates issued by bodies in other EEA countries.
