Vestland fylkeskommune

Procurement of a contract with tenderers for specially facilitated transport to and from work for approved users living in the Hordaland area.
The transport assignments include transport of recipients of disability benefits with a special facilitated work offer for which the person receives payment.
In scheme will eventually be transferred to the individual municipalities where the transport takes place. The municipalities will therefore be able to join the contract instead of Vestfold County for their respective packages. This concerns Bergen, Alver, Bømlo, Fedje, Masfjorden, Ullensvang and Øygarden Municipalities.
The estimated value of all the sub-contracts is a total of NOK 10.1 million excluding VAT a year, NOK 19 million over the entire contract period. The budget limit for the procurement is set at NOK 19 million excluding VAT a year, total maximum NOK 76 million over the entire contract period.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Qualification requirement: Tenderers must be a legally established company.
Documentation requirement: • Norwegian tenderers: Company registration certificate from the Brønnøysund Register Centre*.
• Foreign tenderers: Proof that the tenderer is registered in the trade or business registry as prescribed in the legislation of the country in which the tenderer is established
Økonomisk og finansiell stilling:
Qualification requirement: Tenderers must have sufficient economic and financial capacity to fulfil the contract.
Documentation requirement: The contracting authority will, as a starting point, obtain a credit rating from tenderers. Credit rating based on the most recent financial figures. Financial strength will be evaluated in relation to turnover, operating profit margin, solidity and liquidity.

The contracting authority reserves the right to obtain the tenderers' annual accounts including notes with the board and auditor's reports from the last year*.
If a tenderer, due to valid reasons, cannot present the requested documentation, he can prove his economic and financial position with other documentation that the contracting authority can accept.
Teknisk og faglig kapasitet:
Qualification requirement: Tenderers must have a good reputation from equivalent assignments in the last 3 years.
Documentation requirement: A description of the tenderer's most relevant assignments in recent years. The description must include information of contract value, date and recipient (name, telephone no. and e-mail address). References may be contacted if necessary to clarify the relevance of the assignment. However, it is still the tenderer's responsibility to substantiate relevance through the description.

Qualification requirement:Tenderers must have the sufficient implementation ability and the capacity to provide the required services.
Documentation requirement: Tenderers must describe their business, including how the tenderer is organised and the tenderer's total staff and vehicle fleet.
Licences are to be documented as follows:
• Number of licences, including licences with expanded seat capacity for maxi-taxi.
• Information of any licence numbers used by sub-suppliers.
• Overview of licences for the transport of persons with reduced functional abilities and environmental licences.
If some of the licence numbers that the tenderer will rely on to fulfil the contract belong to sub-suppliers, a commitment statement must be submitted, cf. the rules in point 3.6.
Kontraktutførelse
Vilkår for kontraktoppfyllelse:
The following award criteria are set in the contest (joint for all sub-contracts):
Price - 40 %
Documentation requirement: Completed Annex C - Price Sheet.
Quality - 60 %
Quality will be evaluated on the basis of the evaluation criteria in the five sub-chapters in the requirements specification (B and A* requirements).
Each chapter counts for 20% in the total evaluation of the award criteria.
Documentation requirement: Completed Annex B - The Tenderer's Description of the Delivery.

The tender contained significant deviations from the tender documentation, and a tender contest was held with negotiation without a prior notification, cf. the Public Procurement Regulations § 13-3, letter a. For Fedje municipality, the contracting authority did not receive tenders, and we have therefore entered into a direct agreement with a relevant supplier. From the originally published contract, the contracting authority has made a change in the price model for both lots, so that the supplier invoices price per transport instead of the price per transport per user. The contracting authority publishes this tender notice to make sure that there are no other suppliers in the market who could be interested in submitting tenders for the various price model.
