The Norwegian Armed Forces c/o the Norwegian Defence Logistics Organisation

The aim of the procurement is to cover large parts of the defence sector's need for transport and shipping services for the freight of goods abroad.
The goods to be transported will include everything from civilian and upgraded material to the defence materiel and in some instances classified materiel. Typical examples will be transport on purchase of defence materiel from the defence industry in USA and Europe, transport related to maintenance of defence materiel, as well as supply related to military exercises and operations. In addition, the contract will cover the transport of classified dispatches carried out by the Norwegian Defence's courier service.
It must be possible to transport the goods on all means of transport, and will, in many cases be multi-modal. Furthermore, the transport will, as a main rule, be a door-to-door service. The exception is in cases where the contracting authority's domestic distributor undertakes transport in Norway.

Qualification requirement 2: OK 2: Tenderers must meet the statutory requirements in Norway with regard to health, safety and the environment (HSE). Documentation requirement 2: Completed and signed HSE self-declaration in accordance with FOSA [the Norwegian Defence and Security Procurement Regulations], appendix 2. Tenderers can use the attached template, see Annex 4 HSE self-declaration.

Qualification requirement 3: OK 3: Tenderers must be registered in company register, professional register or a trade register in the country where the tenderer is established. Documentation requirement 3: Norwegian tenderers: Company registration certificate.

Foreign companies: Confirmation that the tenderer is registered in a company register, professional register or trade register in the state where the tenderer is established.

Økonomisk og finansiell stilling:

Qualification requirement 1: OK 1: Tenderers must have their affairs in order with respect to the payment of tax and VAT. Documentation requirement 1: Tax certificate not older than 6 months from the application deadline. Tax certificates are defined as:

For Norwegian tenderers:

1. Certificate issued by the Tax Collector or the Norwegian Tax Administration concerning:

1.1 VAT

1.2 Tax

1.3 Payroll tax

For foreign tenderers:

1. Foreign tenderers must submit equivalent certificates from their own country that show that they have orderly conditions in relation to the payment of tax and duties.

2. If the authorities in the country do not issue such certificates, the tenderer must submit a declaration which states that all taxes and fees have been paid. The declaration must be approved and signed by the tenderer's Financial Director/ person responsible for finance.

Qualification requirement 4: OK 4: Tenderers must have sufficient economic and financial capacity to fulfil the delivery, including a satisfactory operating profit margin, liquidity and equity ratio. Documentation requirement 4: Credit rating from a certified credit rating agency, based on the last fiscal figures. The rating must not be older than 3 months. Additional information for qualification requirement 4: If a tenderer will rely on the capacity of other companies to fulfil this requirement, the contracting authority will require that they are joint and severally liable for the implementation of the framework agreement.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

Teknisk og faglig kapasitet:

Qualification requirement 5: OK 5: Tenderers must have experience from similar assignments. Documentation requirement 5: An overview of the tenderer's 3 most relevant assignments in the last 3 years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration. The list must include an indication of:

1. Recipient

2. Brief description of the assignment.

3. The assignment´s value

4. Date

5. Name, telephone number, and email address of a relevant contact person

It is the tenderer's responsibility to confirm relevance through the description.

Qualification requirement 6: OK 6: Tenderers must have sufficient capacity and presence in relevant regions to carry out the delivery. Documentation requirement 6: A statement of the tenderer's average annual workforce and the number of employees in the administration in the last 3 years.

Presence: A description of the tenderer's own, or via agents, presence in the USA, Great Britain, and the EU/EEA area.

Qualification requirement 7: OK 7: Tenderers must have sufficient competence to carry out the delivery. Documentation requirement 7: A description of experience, education, and professional qualifications within transport and logistics services for the personnel that the tenderer will use to carry out the delivery.

Qualification requirement 8: OK 8: Tenderers must have a quality assurance system for the working environment. Documentation requirement 8: A description of working environment management measures that have been implemented in the company.

If a tenderer is certified in accordance with ISO 45001 or equivalent standards, it is sufficient to present a copy of a valid certificate.

Qualification requirement 9: OK 9: Tenderers must have a quality assurance system for environmental management. Documentation requirement 9: A description of environmental management measures that have been implemented in the company.

If a tenderer is certified in accordance with ISO 14001 or equivalent standards, it is sufficient to present a copy of a valid certificate.

Qualification requirement 10: OK 10: Tenderers must have good routines for ICT security. Documentation requirement 10: A description of the tenderer's routines for ICT security, and how these comply with the Norwegian National Security Authority's (NSM) basic principles for ICT security:
