The contest is for a contract for transport and disposal of hygienic sludge that is produced at Søndre Follo Renseanlegg IKS.

The amount of sludge covered by the contract is estimated to be approx. 3,200 t / 3.500 t in 2022, but this can be reduced somewhat in the contract period as SFR will carry out an innovative project where a new type of biogas reactor will be tested. The amount of treated sludge will probably be reduced then by an estimated 300 t / 600 t based on a pilot that has been carried out. Note that SFR cannot give an exact figure now. The produced sludge is split into four categories in accordance with the table in the regulation dated 4.7.03 no. 951 on fertiliser products, etc., of organic origin (the fertiliser regulations).

The tenderer will be the owner of the sludge, and will be responsible for the disposal and further use of it in accordance with the public legal requirements for sludge.

This will also apply for sludge in accordance with section 10 no. 1, content of heavy metals, as well as unhygienic sludge.

Remuneration will be per tonne received sludge, measured on SFR's scales when loading the sludge into the vehicle. The tenderer will be obliged to receive all the sludge that is produced at the treatment plant at any one time, and must be available to receive the sludge when SFR requests this.

The annual value of the procurement is estimated to be NOK 1.4 million. This is only an estimate and is not binding on the contracting authority.

The contract value is estimated to be above the EEA threshold value. The need is uncertain. The value can be both higher and lower, and will depend on, among other things, the contracting authority's needs, activities, budgetary situation and other framework factors.

The contract is subject on the contracting authority's side to any political decisions/administrative decisions that give a basis to cancel the contract. Furthermore, the contract value is subject to being within the contracting authority's budget for this procurement.

Lots/groups

Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority considered dividing the contract in accordance with the Public Procurement Regulations §19-4, but has decided that this is favourable.

Contract

The procurement will be regulated by the attached contract with the associated standard terms.

A contract will be signed with one tenderer. The contract does not have an expiry date, but will run until one of the parties gives notice on the contract. The contract will have mutual notice of 6 months due to the time estimate for a new tender contest that SFR would then have to arrange.

This contest concerns: Disposal of sludge from SFR, transport to consumers or a suitable landfill site. The tenderer must alway have the required licences for transporting and spreading sludge on cultivated fields, as well as at any local landfill sites. The sludge comes under the 'Fertiliser Regulations', c/o the Norwegian Food Safety Authority and local spreading and landfill 'The Agricultural Office at Ås'. The tenderer will be responsible for informing the municipalities that are affected by the scheme.

The contracting authority expects that tenderers are familiar with the contract provisions and makes the necessary internal clarifications in such a way that a contract can be signed if awarded.

Tax and VAT certificates

Tenderers must have the tax and VAT payments in order (ESPD: Part II A.e).

Documentation requirement: Requirement for certificate of paid VAT, tax and social security contribution. A certificate issued by the competent authority in the tenderer's country, confirming that the tenderer has met the obligations in regard to payment of VAT, tax and social security contributions in the country where the tenderer/contractor has its headquarters the (Norwegian certificate for Tax and VAT is combined and ordered from altinn.no, RF-1507, previously RF-1244) in accordance with the legislation in the country where the tenderer is registered. The certificate must not be more than 6 months from the deadline for tenders.

The contracting authority is not allowed to request the certificate if already submitted, in accordance with the regulations, § 17-1(4). If you have submitted a tax certificate to the contracting authority and it is still valid at the time of the tender submission for this contest, you are not obliged to submit a certificate now. If this is the case, state when and to whom the certificate was previously submitted. You can, however, enclose the certificate voluntarily if you want.

Other economic and financial requirements: Economic and financial standing

Requirements regarding the tenderer´s economic and financial standing: The financial capacity to fulfil the contract is required (ESPD: Part IV B.58-3).

Documentation: The Contracting Authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no). The Contracting Authority reserves the right to collect supplementary information about the tenderer's finances.

Any need for support from other companies in order to fulfil this qualification requirement: If the tenderer is dependent on other companies to fulfil this qualification requirement, an account thereof shall be given below. In such cases the contracting authority will assess the finances of the supporting company in the same way. The contracting authority retains the right to collect supplementary information, bank guarantees or similar.
