GRID-Arendal is seeking to engage a suitable company to authoritatively quantify the contribution of the Informal Recycling Sector in preventing marine litter and plastic pollution across the Global South, with emphasis on the African continent and the ASEAN region, through a comprehensive baseline assessment; and, to generate plausible scenarios of potential contribution resulting from substantially increased empowerment of waste picker communities.

As part of its mission to support environmentally sustainable development by communicating information that strengthens environmental management capacity and motivates decision-makers to act, GRID-Arendal seeks to support African and ASEAN states in addressing plastic pollution by is establishing pilot projects to support countries to identify priority actions that will help prevent plastic waste from entering the environment. The results of these pilot projects will help inform actions for the role of the Informal Recycling Sector in mitigating plastic pollution. The objectives of the studies are to:

• Establish a standardised methodology, to quantify the contribution of Informal Recycling Sector to plastic pollution prevention

• Quantify the Informal Recycling Sector contribution towards of plastic pollution prevention, presently and in possible future scenarios.

• Link the standardised methodology with a structured approach for identification and prioritisation of interventions to enhance the role of Informal Recycling Sector (IRS) to prevent plastic pollution from entering the environment and to help establish a circular economy.

The successful company is expected to undertake and deliver the following tasks and outputs:

• Systematic review of literature and data indicating plastic pollution prevention by IRS, based on typology of IRS operations.

• Apply and further develop the existing models for quantifying the baseline contribution of IRS to plastic pollution prevention, from local to national to global, with emphasis on Africa and ASEAN regions.

• Build, organise and maintain a database of model inputs and results.

• Select, in consultation with GRID-Arendal and partners, one geographical area in Africa and another in ASEAN to test the model locally and to measure the contribution of local IRS to plastic pollution prevention.

• Measure the contribution of IRS to plastic pollution prevention at the two selected pilot areas in Africa and ASEAN.

• In collaboration with GRID-Arendal, help to develop a structured approach to prioritising actions which would further enhance the role of IRS to prevent plastic pollution.

• Report results in the form of a working paper and PowerPoint presentation format (with possible graphics support by Grid-Adrenal).

• Support GRID-Arendal in disseminating and communicating project outputs to end-users.
