Persons with permanent travelling difficulties and who cannot travel to and from the place of work or education by public transport, can apply to the Norwegian Labour and Welfare Administration (Norwegian: NAV) for benefits for work and education travels. The scheme involves transport by taxi to and from work or school. The scheme is national and is administered by NAV Tiltak Innlandet.

NAV wants to enter into an agreement with a supplier who shall; establish the payment system, administer the system, issue and distribute travel cards (taxi cards) to users who have been granted support, settle with the taxis, report and invoice NAV monthly in accordance with consumption.

Users must book the transport (taxi) themselves, and they choose which transporter they want to use. Users must use travel cards as payment, as well as pay a deductible per. travel. The supplier shall send the Contracting Authority reports. The contracting authority controls that the users have used the travel card in accordance with the decision.

The supplier will be responsible for the transporter being paid for transport by the use of travel card. The contracting authority pays the Supplier for the use of the travel cards in accordance with a monthly arrears invoice. There are close to 800 users of the scheme.

The contract period is four years. The agreement will then be automatically renewed for 1 year at a time, unless 1 month's notice is given by the contracting authority prior to the renewal date. The maximum framework agreement period is 7 years.

Tenderers are required to be a legally established company. Norwegian tenderers: Company registration certificate from the Brønnøysund Register Centre. Foreign tenderers: Certificate of registration in the company register as prescribed in the legislation of the country where the tenderer is established.

1. Tenderers are required to have sufficient financial ability to fulfil the contract. 2. Norwegian tenderers must have their tax and VAT payments in order.
Minimum requirements

1. The contracting authority will obtain a credit rating carried out by Experian, see www.Experian.no If a tenderer believes that the credit rating will not provide an accurate picture, supplementary information is to be attached to the request for qualification. 2. Norwegian tenderers: Documented by a tax and VAT certificate from the tax authorities, not older than 6 months from the deadline for receipt of tenders.
