The Oslo School of Architecture and Design - framework agreement for furniture

Furniture and fittings will be procured for the alteration and renovation of one of the areas at the school. The contract comprises the procurement, delivery, and assembly (at the stated address) of:
- Tables (height adjustable tables/desks, dining tables/meeting tables, lounge tables, high standing tables)
- Sitting furniture (sofa benches)
- Storage (tower cupboards, sliding door cupboards)
- Other fittings (table lamps, floor pens, meeting room boxes)
For further information on the scope and content of the procurement see Annex 1 The Contracting Authority's Requirements Specification, Annex 1A Room Plan for the Placement of Furniture, and Annex 2 Product Description and Price Sheet.
After the initial need has been met, the framework agreement will be used for ongoing procurements of products throughout the contract's duration.
Tenderers can offer second-hand furniture.
The contracting authority reserves the right to use Statens innkjøpsavtale for furniture when it comes into force.
Most of the products in the contract will be ordered at the latest 2 weeks after the contract has been signed.

Kort beskrivelse:
The procurement is organised as a framework agreement, but a significant part of the framework's value will procure through the first call-off. The framework shall include all of the requested products.
The volumes that are given in Annex 2 - Product Description are only estimates, and are therefore not binding on the contracting authority. Rejections can occur.
If there are deviations from the estimates, the first call-off on the agreement will include all furniture with the volume as stated in the price form. Later, the framework agreement will give room for call-off on supplementing of furniture and fixtures.

Call-offs under the framework agreement will be for an estimated NOK 2 million - NOK 4 million excluding VAT. The maximum financial limit for the framework agreement for the entire contract period (including option years) is NOK 5 million excluding VAT.

A framework agreement will be signed with one tenderer for the assignment. The framework agreement duration will be 2 years. The contracting authority has an option to extend the framework agreement for a further one year + one year, a total maximum of four years.

Tenderers must be a legally established company.
Documentation requirement:
Norwegian tenderers:
Company Registration Certificate. The contracting authority will obtain a Company Registration Certificate from the Brønnøysund Register Centre for Norwegian tenderers. Norwegian tenderers do not, therefore, need to submit a such a certificate.
Foreign tenderers:
Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement:
Tenderers must have the financial strength to fulfil the contract.
Documentation requirement:
The tenderer's Annual Financial Statements including notes with the Boards and Auditor's reports from 2021.
Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.
The contracting authority will obtain the revised annual accounts from the Brønnøysund Register Centre for Norwegian tenderers. Norwegian tenderers do not, therefore, need to submit their revised annual accounts.
Teknisk og faglig kapasitet:
Requirement:
Tenderers must have sufficient implementation ability to fulfil the contract.
Documentation requirement:
A short general description of the company shall be given, including:
A description of the tenderer's average annual workforce and the number of employees in management in the last three years.
Adescription of the tools, material, and technical equipment that the tenderer has at its disposal for fulfilment of the contract.
A description of the proportion of the contract that the tenderer is considering assigning to sub-suppliers.
Tenderers must have experience from relevant and comparable deliveries.
An overview of minimum three (3) relevant deliveries that the tenderer has carried out in the last 3 years.
The overview of the deliveries must, as a minimum, include the following:
A short description of the delivery, as well as the name of the contracting authority.
Date of implementation.
Scope of the contract in monetary amount.
Tenderers must have a documented quality management system.
A description of the tenderer´s quality assurance methods.
If a tenderer is certified in accordance with ISO 9001 or equivalent quality assurance certificate, it is sufficient to attach a copy of the valid certificate.
