AtB hereby invites tenderers to participate in an open tender contest for Individually arranged school transport (Norwegian: ITS) in Trøndelag. The contract shall be in operation from and including August 2022. The procurement includes three contracts:
- KO 6A Stjørdal
- KO 6B Meråker
- KO 6C Selbu and Tydal
The contract will be valid from when it is signed and up until August 2023. The contracting authority will have a unilateral right to extend the contract for up to two years. See the Contract's point 1.4 for further information on the option period. The date of the last operational day will be notified in writing by the Contracting Authority at the latest 6 months before the assignment period expires.

Requirement: The tenderer must be registered in a company register, professional register or a trade register in the country where the tenderer is established. Documentation: Company Registration Certificate

Økonomisk og finansiell stilling:

Requirement no. 1. The tenderer shall have sufficient economic and financial capacity to fulfil the contract. Documentation: As documentation the following must be presented: Annual Financial Statements for the last 2 years, including notes and the board's and auditor's reports (2019 and 2020), and a credit rating based on the last known fiscal figures. The rating must be carried out by a credit rating company with a license to conduct this service. If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial capacity with any other document that the contracting authority deems suitable, cf. the public procurement regulations §16-4 (2). The contracting authority reserves the right to obtain a credit rating of the tenderers via a credit rating agency. Requirement no. 2. The tenderer must have its affairs in order with respect to the payment of tax, payroll tax and value added tax (VAT). Documented by: Tax Certificate. The certificate must not be older than six months calculated from the tender deadline. Any arrears or other irregularities must be justified.

Teknisk og faglig kapasitet:

Requirement 1: The tenderer must have sufficient experience with assignments with relevance to this assignment. Documentation: The requirement for experience from relevant assignments shall be substantiated by completing the attached reference overview, cf. 'Prosedyrereglene' ('the Procedure rules') Annex 5 'Oversikt over oppdrag' ('Overview of assignments'). Requirement 2: At the start of the service, the tenderer must have the technical and professional qualifications to carry out the contractual obligations, including sufficient human and technical resources. Documentation: The tenderer must present an overview of the number of drivers and vehicles they have at its disposal for this contract. The tenderer shall provide a description of how he manage the supply chain, including how the tenderer manages and controls its sub-operators and their sub-operators further down the supply chain. A description of the proportion of the contract that is expected to be outsourced to sub-provider(s).
