Oslo kommune v/ Velferdsetaten

The objective of the tender contest is to enter into a framework agreement for residential palliative services.
The service shall include pain therapy and symptom relief, care and nursing, respite care for relatives of service recipients with cancer and other seriously ill people with a short life expectancy, as well as conversations and guidance for service recipients and their relatives.
The service shall be provided to persons with serious illness or disability, of all ages, both children, youth, adults and the elderly, regardless of ethnicity, background and gender. The service shall facilitate for patients who want to die at home to have the opportunity to do so. The service will be ambulant and offer assistance and help to seriously ill and dying patients with a short life expectancy and who can receive residential palliative care.
The competition is reserved for non-profit suppliers in accordance with the Public Procurement Regulations §30-2a.

The contest is reserved for non-profit actors in accordance with the public procurement regulations section 30-2 letter a. In order to participate in the competition the tenderer must document their fulfilment of the regulation requirement for non-profit organisation: Non-profit organisations do not have a return on equity as their main purpose. They work exclusively for social purposes for the best of the community, and reinvest any profit in the activity that fulfils the organisation's social goals. A non-profit organisation can to a limited extend operate commercial activity that supports the organisation's social purpose.
