The procurement will cover the contracting authority's need for special transport on stretches in Norway and in Europe in peace and preparedness situations, including crises and war. The delivery must cover both domestic and abroad via civil transport resources and actors in the market.

Qualification requirement 1: Tenderers must have their affairs in order with respect to the payment of tax and VAT. Documentation requirement 1: Tax certificate not older than 6 months from the application deadline. Tax certificates means: For Norwegian tenderers: Certificates issued by the Tax Collector or the Norwegian Tax Administration or VAT, Tax, Employer Contribution. Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue such certificates, the tenderer should submit a declaration stating that all taxes and duties have been paid. The declaration must be approved and signed by the tenderer's Financial Director/ person responsible for finance. Qualification requirement 2: Tenderers must be registered in company register, professional register or a trade register in the country where the tenderer is established. Documentation requirement 2: Norwegian tenderers: Company registration certificate. Foreign tenderers: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established. Qualification 3: For transport services undertaken in Norway, tenderers must have a well-functioning HSE system. Documentation requirement 3: A short description must be given of the tenderer's HSE system, which will form the basis for assignments under this framework agreement. If a tenderer is certified in accordance with ISO 45001 or equivalent standard, it is sufficient to present a copy of a valid certificate. The description must be maximum 1 A4 page. Information on pages that exceed this limit will not be evaluated. Qualification requirement 4: Tenderers must have a good and well-functioning quality assurance system. Documentation requirement 4: A short description of the overall quality assurance system that the tenderer will use for assignments under this framework agreement. If a tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of a valid certificate. The description must be maximum 1 A4 page. Information on pages that exceed this limit will not be evaluated. Qualification requirement 5: Tenderers must have a good environmental management system. Documentation requirement 5: A description of environmental management measures that have been implemented in the company. If the tenderer is certified in accordance with ISO 14001 or equivalent standards, it is sufficient to present a copy of a valid certificate. The description must be maximum 1 A4 page. Information on pages that exceed this limit will not be evaluated. Qualification requirement 6: Tenderers must have a good system for ICT security. Documentation requirement 6: A description of the tenderer's measures for ICT security that have been implemented in the company, and how these comply with the Norwegian National Security Authority's (NSM) basic principles for ICT: 1. Identify and map, 2. Protect and maintain, 3. Discover, 4. Deal with and restore. Teknisk og faglig kapasitet

Qualification requirement 1: Tenderers must have good experience from similar deliveries. Similar assignments are in this context defined as the tenderer being able to substantiate experience from special transport services in Norway and Europe. It is sufficient that the tenderer's documented experiences are for special transport services in peace time. Documentation requirement 1: An overview of the tenderer's 5 most similar and relevant assignments in Norway and Europe in the last 5 years. The overview must include a statement of the delivery's nature and scope, including: The assignment's value, date, recipient (name, telephone number, and email address), a description of the delivery including: Special transport services from north Norway to south Norway, possibly from south Norway to north Norway. Transport from Norway - Europe, possibly Europe - Norway. The nature of the transported goods (height, breadth, weight). It is the tenderer's responsibility to document good experience from similar deliveries through the overview. The overview must be maximum 2 A4 pages per reference. Information on pages that exceed this limit will not be evaluated. Qualification requirement 2: Tenderers must have adequate execution capabilities. Adequate execution capabilities means sufficient capacity and suitable staff and facilities to carry out the delivery. Documentation requirement 2: A short and general description of the company must be given, including: A report of the core competence related to the scope of delivery. Information on the qualifications of the personnel, including drivers, that the tenderer will be able to use to carry out the delivery. A description of the tenderer's average annual workforce and the number of employees in the administration in the last 3 years. A description of the tools, material, and technical equipment that the tenderer has at its disposal for fulfilment of the contract. This also includes tools, material, and technical equipment that is offered via a current sub-supplier. The overview must be maximum 2 A4 pages.
