Socio-economic analysis of the Total Preparedness Commission's recommendations

The Total Preparedness Commission will assess and promote proposals on how society's total resources can and ought to be arranged for the further development of public safety and preparedness, and to ensure the best possible use of preparedness resources. The commission will review both strengths and weaknesses in the current preparedness, and give clear and concrete recommendations on what ought to be prioritised in future preparedness work. The commission must account for administrative and economic consequences of its recommendations, and at least one proposal must be based on unchanged resource use.
The tenderer will assist the commission with carrying out socio-economic assessments of the effects of the commission's recommended measures.
The need for assistance is expected to be in the period from the end of Otober 2022 – 1 April 2023. The first draft of the report will be submitted on 1 March 2023, and the final report must be submitted on 1 April 2023.

The review must be carried out in accordance with the requirements in the review instructions.

The commission can propose measures aimed at different types of policies, such as regulating by law, financial management policies, changes to organisation, educational policies, and the use of technological policies. The commission's measures and recommendations can be aimed at a national level with the government, ministries, and government departments, as well as at regional and local levels with counties and municipalities. Furthermore, public, private and voluntary organisations, in addition to the collaboration and cooperation between the different actors, sectors, and management levels can be subject to the commission's assessments and recommendations.

Egnethet til å utøve yrkesvirksomheten:
Requirements: Tenderers must be a legally established company.
Documentation:
Norwegian companies: Company registration certificate or a printout from the Unit Register for sole proprietorships not required to register.
Foreign tenderers: Verification that the tenderer is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. The verification can be submitted in writing or by referring to BRIS.
Økonomisk og finansiell stilling:
Requirement: Paid taxes and duties.
Documentation:
A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Requirement: Tenderers must have sufficient ability and experience to carry out the delivery.
Documentation:
• A description of the tenderer's up to three most relevant assignments, together with information on the contract value, date for delivery or execution, and the name of the recipient.
Tenderers can document experience by referring to the competence of the personnel at their disposal that may be used for this assignment, even if the experience was acquired whilst the personnel was in the service of another employer. Relevant assignments means socio-economic analyses of public measures, and analyses of problems connected to preparedness and public safety. Tenderers are responsible for ensuring that the description is of such a nature that it verifies compliance with the requirement, including documenting the project's relevance through the description.
