The Norwegian Public Roads Administration (the contracting authority) requests tenders for the delivery of a self-service system for control and registration of visitors. The Norwegian Public Roads Administration is present at more than 200 locations all over Norway. The Administration's approx. 5,000 employees represent the contracting authority on road constructions, control stations, road and traffic stations and large road offices. The Office administration serves all locations with predefined support functions. At office locations of a certain size we have our own employees. The Division provides office administrative services, which i.a includes preserving control and registration of visitors and access. - At approx. 10 locations this is done manually by completing forms. We have digital visitor registration at 9 locations. A couple of locations also have common entrances with other businesses where other digital visitor systems are used.

The Contracting authority has the option for extending the contract for 1+1+1+1 year. The total contract period is, thus, 7 years.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer must be a legally established company.
The tenderer must confirm his fulfilment of this requirement when submitting the tender.
The tenderer must present the following documentation proof if requested by the Contracting Authority:
Norwegian tenderers: Company registration certificate
Foreign tenderers: Documentation verifying that the tenderer is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
The tenderer must have sufficient financial capacity to fulfil the contract.
The contracting authority will obtain a credit rating from Experian.
Credit worthiness will be sufficient to meet the requirement.
If in doubt, the contracting authority can obtain further information from the tenderer.
If a tenderer has valid reasons for being unable to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial capacity with any other document that the contracting authority deems suitable.
Teknisk og faglig kapasitet:
The tenderer must have experience from relevant assignments.
The tenderer must confirm his fulfilment of this requirement when submitting the tender.
The tenderer must present the following documentation proof if requested by the Contracting Authority:
A list with a minimum of 3 (maximum 5) of the most important relevant assignments and services performed in the last 3 years, including information on the value, extent/scope, date, a brief description of the assignment, and the name of the public or private recipient.

A tenderer who is newly established and unable to submit references, must be particularly careful to demonstrate that he has the prerequisites to carry out the assignment.
Newly established tenderer can document that the requirement is met by referring to the experience of offered persons/resources that have developed their competence in the service of other providers.
